FOI Disclosure - Notes of the University Validation Panel Planning Meeting held on
17 December 1999

1.7 The Diploma in Qigongtunina
will comprise 90 credits at undergraduate level and
will be delivered part time over 3 semesters for qualified acupuncturists or massage
therapists. No professional body exists in this area. 2. Market
2.1 Twelve students are currently studying on each of the existing Chinese Herb and
Qigongtunina short courses, indicating that a market for this area of work in part time
mode already exists. In addition, the RCHM and the European Herbal Practitioner
Association (EHPA) are promoting a new syllabus in Chinese herbs, including some
western herbs, and it is anticipated that this will also raise awareness within the
profession. Staff in CCCPH have helped to write these syllabi.
2.2 No accreditation process via the RCHM or EHPA yet exists, but this is anticipated
in the future.
2.3 CCCPH would not anticipate attracting international or European Students to the
course, given its part time nature and because generally only medical practitioners
may practice these types of therapies in Europe. 3. Modular Structure and APL/APEL
3.1 It was confirmed that the standard Undergraduate and Postgraduate Frameworks
would be adopted, although the 30 credit clinical module would run over 45 weeks in
order to encompass the required clinical practice.
3.2 The Panel Chair advised that the Course Handbook should clearIy articulate how
the APL/APEL procedure will be implemented for those courses. 4. Validation Process
4.1 A minimum of three External Advisers should contribute to the Panel for these
three courses, their expertise including both academic and professional areas. As a
group they should have the required subject expertise and provide experience of
higher education at Masters level, validation procedures, and the professions.
4.1 Ideally, four completed nomination forms should be forwarded to the Panel
Secretary for approval by the Panel Chair by 7 February 2000.
4.2 It was agreed that the complexities of the proposals would be best handled via a
Steering Group process. It was also agreed that the External Advisers should be
invited to attend the final meeting only, but that they should be involved at the earlier
stages by correspondence.
4.3 The final Validation meeting will consider the Undergraduate and Postgraduate
Chinese Herbs courses in one session and the Qigongtuina in a second session. It is

anticipated that an academic External Adviser may cover both subjects, but that
separate practitioners will be required for Chinese Herbs and for Qigongtuina.
4.4 Given the Course Team's involvement in Subject Review in early May, it was
agreed that the final validation meeting could be delayed until week beginning 8 or 15
May 2000. In either case, ten copies of the final documentation (Course Handbook
with module proformas and School document) should be provided to the Panel
Secretary, along with a signed cover sheet, by 28 April 2000.
Guidance on format is available in Section V of the 1998 QA Handbook and via the
Campus Quality Officer and Panel Secretary.
4.5 A copy of the University's Proforma Regulations is attached (also available
electronically) for incorporation within the document.
4.6 In order for permission to be granted for the course to enrol in September 2000,
any conditions set by the final validation meeting must be satisfied by 31 May 2000.
4.6 The next meeting in the Steering Group process will be held on the afternoon of
1 March 2000, subject to the availability of the CASG reps. The outline Course
Handbook and module proformas for this meeting should be provided to the Panel
Secretary by 18 Feb 2000. The documentation for this meeting will clearly be 'work
in progress', although the Course Team is encouraged to provide as much of the
course rationales and module learning outcomes as possible at this early stage to
ensure the most helpful feedback from the Panel.
