Annex A
Dear Ian Couling,
Thank you for your Freedom of Information requests of 22 March 2015. I am responding to
both requests as they relate to the same question. You asked:
Please supply your agreements and contracts, provider guidance and policies
and guidance and referral forms or procedures for your own Jobcentre staff on
your plans co-locate IAPT therapists in over 350 jobcentres
http://www.theworkfoundation.com/blog/2481/Betting-the-budget-on-mental-health
The Department for Work & Pensions is working with the Department of Health and NHS
England on the delivery of integrated mental health and employment services through co-
location. We are identifying Jobcentres to test this new approach and will do this through a
phased rollout. We are not able to provide details of specific Jobcentres at this stage; nor
have we designed or issued any procedural guidance or forms.
You also asked:
1. What are the names and street addresses for the 350 Jobcentres on CBT and
IAPT, reference Budget Report 1.236
http://www.disabilityrightsuk.org/news/2015/march/budget-2015
As explained above, we are still in the process of identifying the relevant Jobcentres. Online
supported CBT is not linked to specific Jobcentres at this point.
2. Will any IAPT or CBT referral or participation be in any way mandatory and
include sanctions of benefits for not taking up, continuing or finishing and
CBT or IAPT provision?
Access to IAPT services is entirely voluntary, and the same will be true for those who want to
take advantage of the online supported CBT on offer.
3. Who is funding IAPT in Jobcentres and who will the IAPT practioners be
employed and supervised by?
NHS England currently provides therapy to service users with common mental health disorders
through local IAPT teams and will continue to do so; and existing monitoring and supervision
arrangements of IAPT therapists will not change as a result of co-location. The funding
announced in the Budget will cover any costs associated with co-location and ensure a
confidential and integrated service is delivered.
4. Will IAPT or CBT services (actual therapy) be provided to your customers
within Jobcentres or elsewhere? If elsewhere, please share examples.
IAPT therapists already provide services in a variety of settings, including some Jobcentres.
Co-location will extend this service provided suitable accommodation is available to ensure
confidentiality and an appropriate place for therapy. The supported CBT service will be
delivered online.
5. Please provide yours or any third party guidance or policies for the Jobcentre
CBT and IAPT customer data protection, consent, confidentiality and the
referral process.
The Department has not issued guidance to Jobcentre staff as referral processes currently
exist within each IAPT team and Jobcentre staff are aware of these referral routes.
6. Will CBT or IAPT service users be called patients or customers? Will they be
the customers or patients of the CBT or IAPT providers?
The Department has no plans to specify the terminology for service users.
If you have any queries about this letter please contact me quoting the reference number
above.
Yours sincerely,
