Dear Mr Lawson,
Thank you for your information request of 1 October 2014 concerning journal
subscription costs. Your request has been handled under the Freedom of Information
Act 2000. I can provide the following information in response to your question. Please publish the total amount paid to Elsevier for academic journals in each of
the last five years (2010, 2011, 2012, 2013, and 2014).
I understand that your expenditure records may be held in academic financial
years rather than calendar years. If so please provide figures for 2009/10, 2010/11,
2011/12, 2012/13, and 2013/14. A similar request was made earlier this year by
Timothy Gowers. My understanding is that the figures provided to him were for
one year only. Please provide the figures for all five years. The figures should
include payments made directly to Elsevier as well as any payments made to
subscription agents or intermediaries for the purchase of, and/or access to, Elsevier
academic journals. They should also include payment for journal packages such as
Jisc Collections’ NESLi agreement, as well as for individual journals. Please
include VAT where possible. Please do not include payments for other products
from the same company, such as Scopus, which are not academic journals.
The totals paid to Elsevier for academic journals in each of the last five financial
years were as follows. All figures are inclusive of VAT. The University’s financial
year runs from 1 August to 31 July.
This completes your request.
If you are dissatisfied with the handling of your request, you have the right to ask for
an internal review. Internal review requests should be submitted in writing to the
Records Manager at [University of York request email] or the address above, detailing your grounds for
appeal/complaint. A full copy of our review procedure can be found at
If you are not content with the outcome of the internal review, you have the right to
apply directly to the Information Commissioner for a decision. The Information
Commissioner can be contacted at: Information Commissioner’s Office, Wycliffe
House, Water Lane, Wilmslow, Cheshire, SK9 5AF.
Yours sincerely, Charles Fonge
University Records Manager and Archivist
