2.2m fund for incentivising businesses to locate at Logistics North
Dear Bolton Metropolitan Borough Council,
On 14 December 2016, the Bolton News reported that Bolton Council had made a 2.2m GBP fund available to the Harworth Group, developer of Logistics North, to entice multinational businesses to the site.
Less than a year after that, the Bolton News reported that Amazon had selected the site for one if its new fulfilment centres.
How much, if any, of this 2.2m fund was used to entice Amazon? If any was used, in what manner was it used (grant, tax incentive, etc.)?
In addition, I would like to know the business rate that Amazon (or the owner of the property that it occupies) pays for this location (or will pay, in the future, if it is not yet paying).

In response to your request for information received at this office on
15^th November 2017, please see the Council’s response below.
You requested
On 14 December 2016, the Bolton News reported that Bolton Council had made
a 2.2m GBP fund available to the Harworth Group, developer of Logistics
North, to entice multinational businesses to the site.

Our response
In response to the first question, no Council Funds have been used to
attract Amazon to the Borough.
In response to the second part of your request, there is an entry in the
Rating List for Unit E1 Hulton Heys Way, Bolton BL5 1FJ from 1.4.17 with a
rateable value of £1,530,000. This is the property leased by Amazon UK
Services Ltd. As the property is currently empty the empty rates charge
only began on 1.10.17; an amount of £365,431.07 for the period to 31 March
2018. It should be noted though that due to the alterations now being made
to the property, following Amazon taking on the lease, it is likely that
the Valuation Office Agency will alter the rateable value in due course.
At this stage Bolton Council does not know what effect this will have to
the current payable amount.
