Freedom of Information request: Tender Information in respect of short
films made by One&Other TV: 'Enjoy The Ride' and 'Lendal Bridge
traffic trial: A vision for Reinvigorating York'
Please see below the response to your enquiry under the Freedom of
Information Act received on 12th August 2014 in which you asked us to
provide the following information in relation to the above:
1.
Copies of tender documents; invitation to tender, and specification/
brief/ scope of services?
Copies of tender documents are exempt under Section 41 of the Freedom of
Information Act (2000) as it is information provided in confidence relating to
contracts. I can, provide details on the invitation to tender and
specification/brief scope of service. This is attached at Annex A.
2.
Names of all invited to tender, or who expressed an interest to tender?
These details are exempt under Section 41 of the Freedom of Information Act
(2000) as they were provided in confidence. Whilst we do understand there
may be a public interest around contract issues and information regarding
speed limits, it is not considered there is a wider public interest of people who
applied for a contract or tender.
3.
Names of all who submitted tenders, and amounts of tenders (for each
film)?

Copies of the quotations by One&Other TV?
This information is exempt under Section 43 of the Freedom of Information
Act (2000) as it is very likely to prejudice the commercial interests of City of
York Council. Although there may be a public interest in knowing how City of
York Council spends its budget, there is also a requirement in maintaining
commercial interest and providing would be detrimental to the company and
not in the wider public interest.
5.
Name of officer and/or committee responsible for the decision to
procure these films?
Implementation of City of York Council policy was delegated to the Head of
Sustainable Transport Service.
6. Ditto, for the award of the tenders or acceptance of One&Other TV's
quotation.
Implementation of City of York Council policy was delegated to the Head of
Sustainable Transport Service.
7. Copies of correspondence (emails/letters) involving/between the
Twenty's Plenty national campaign organisation and the council, and
Councillor Anna Semlyen.
