I can confirm that we hold information that falls within the scope of your
request. The answers to your questions have been provided in Red Text
below.
Please can you tell me how many roads across the local authority's area
will drop from 30mph to 20mph in September?
We do not hold a specific list as it is predominantly all adopted highway
from 30mph to 20mph.
As a result of legislation introduced by Welsh Government, from September
2023 the speed limit associated with restricted roads on the adopted
highway network will be reduced from 30mph to 20mph. Therefore, all
restricted roads (those covered by a series of street lighting at the
appropriate distances) within Newport will become subject to a 20mph speed
limit unless an exemption has been made to maintain the existing 30mph
speed limit by introducing a new speed limit order.

To obtain the information you have asked for in your enquiry you may view
maps showing which streets will default to 20mph by clicking on the link
on this webpage, which we have shown a screenshot of below.
In order to be able to view the maps more clearly, please do click on the
box shown below when you access the webpage, which will display the
information in a more user-friendly format.
You can then select which layers are visible on the map viewer by clicking
on the eye symbols within the key on the left-hand side of the screen, as
circled in red below. This would then allow you to view and count the
roads within Newport that will become 20mph as well as viewing those roads
that will stay as 30mph.
