2023_01January_20 Housing Rights to Buy and Discount price for 1999 to 2005

The request was partially successful.

Dear Croydon Borough Council,

1) Would you please tell people what was the discount price for Housing Rights to Buy in the years between 1999 and 2005?

2) if the discount price changed between 1999 and 2005 please specify when the new change took effect.?

3) if someone has made an application prior to the change taking effect and such application was deemed unsuccessful and then after nearly 3 years in 2003 was given the rights to buy under the price of the house as per the valuation of 2000.
a) Let say £100,000, what discount it he has and therefore how much will he exercise his/her rights ?

4) Would the man be entitled to the price of 2000 and not the discount of the same year? If that is the case please explain how does that work?
a) Price of 2000 £100000 and the discount of 2000 is 70%, the Buyer pays £30,000 for his house. l
b) Price of 2000 £100000 and discount after 2000 70% but limited to a maximum of 48,0000, therefore purchase price of £52,000.

Yours faithfully,

Blaise Tchoula

Dear Blaise Tchoula

Request FOI/6828

Further to your request received on 20/01/2023, I confirm that the Council
has now considered your request under the Freedom of Information Act 2000.
For ease of reference, I will address each of your questions in turn.

1) Would you please tell people what was the discount price for Housing
Rights to Buy in the years between 1999 and 2005?

The RTB discount is set by government and the maximum for the years below
were:-

1999                               £50,000

2000                               £38,000

2001                               £38,000

2002                               £38,000

2003                               £38,000

2004                               £16,000

2005                               £16,000

2) if the discount price changed between 1999 and 2005 please specify when
the new change took effect.?

New discount figures are announced and agreed by government in April each
financial year

3) if someone has made an application prior to the change taking effect
and such application was deemed unsuccessful and then after nearly 3 years
in 2003 was given the rights to buy under the price of the house as per
the valuation of 2000.

The relevant discount is applied from the date the RTB1 application form
is received

a) Let say £100,000, what discount it he has and therefore how much will
he exercise his/her rights ?

This question is unclear and cannot be answered in its current phrasing as
we do not understand what is being asked.

4) Would the man be entitled to the price of 2000 and not the discount of
the same year? If that is the case please explain how does that work?

Discount applied will be based on the date of the RTB1 Application is
received.

a) Price of 2000 £100000 and the discount of 2000 is 70%, the Buyer pays
£30,000 for his house. l

This question is unclear and cannot be answered in its current phrasing as
we do not understand what is being asked. Please refer to maximum
discounts for RTB purchases.

b) Price of 2000 £100000 and discount after 2000 70% but limited to a
maximum of 48,0000, therefore purchase price of £52,000.

This question is unclear and cannot be answered in its current phrasing as
we do not understand what is being asked. Please refer to maximum
discounts for RTB purchases.
