Dear Norfolk County Council,

Please supply the following information from the 2019 NATS Model as run over the Norwich Western link study area.

1) A comprehensive matrix of traffic flow figures, provided in a spreadsheet form, and split between
a) HGV and non-HGV,
b) AM peak, interpeak, PM peak and outside peak
c) The two directions on each road
d) For "do nothing" and "do something" scenarios at 2025 and 2040 (or alternative start and 15 year dates if these have changed)

2) Diagrams of the data superimposed onto maps of the area (as done in the Q12 answer of the LLG document, see below, for AADT data).

And confirm that these are the figures from the 2019 computer model, please provide date of the model run.

Essentially, I am asking for the 2019 NATS equivalent figures for the 4 AADT traffic flow diagrams based on the 2015 NATS model at Q12 of your previous Q&A document for the recent Local Liaison Group "Technical Modelling Questions" – EXCEPT that I require the two-way (each direction) data for AM peak, interpeak, PM peak and outside peak, and HGV/non-HGV at the relevant years and relevant scopes ("do nothing" and "do something").

This is similar also to information produced in the document 5.6 of the NDR planning application.

Please also provide such data for the area south of the A47, i.e. including Berry’s Lane, and Barnham Broom Road, or explain why this area has not been modelled.

Our response:

 

Your request has been considered and is refused. In accordance with the
Environmental Information Regulations 2004 (the Regulations) this letter
acts as a Refusal Notice.

 

Exception

 

Regulation 12(4)(d) which provides an exception to the duty to make
environmental information available when the request relates to material
which is still in the course of completion, unfinished documents or
incomplete data.

 

Reason

 

The traffic model being used for the Norwich Western Link has been updated
to a 2019 base year. Whilst some initial results from that model have been
provided to the Local Liaison Group (LLG) for information (please see the
table below), the model and outputs from the model are still being
reviewed by the Department for Transport and are subject to change.
Therefore, we are not in a position to provide definitive forecast traffic
flow figures at this time. Further details on forecast traffic flows will
be presented in the forthcoming pre-application public consultation in the
autumn, and the Project Team will send you the information available at
that stage.

 

Public Interest Test Reasons

 

The Council has considered whether the public interest is maintaining this
exemption is outweighed by the public interest in disclosure.

 

This Council has considered the following reasons in favour of disclosure:

o Promoting accountability and transparency by public authorities for
decisions taken by them.
o Promoting accountability and transparency in the spending of public
money.

 

Balanced against this are the following reasons against disclosure:

o This information is scheduled to be published in the future, as
detailed above.
o To release this information now would involve diverting resources
unnecessarily.
o To release this information now could result in the release of
inaccurate and misleading data.
