Thank you for your email.

The rank ordered lists are generated by the Local Authorities, after application, and are specific to each school. The CSSE does not generate or hold these lists. The CSSE does not include the candidates home local authority (or County) in any of its data processing.

CSSE conduct these tests and pass the results to the LA so it’s hard to see how they could not possibly hold the information you want. The problem is your request was not worded meticulously enough. Authorities are under no obligation to create new material in response to information requests. For CSSE to provide you with a _ranked_ list they would have had to click on the sort button in Excel before giving it to you. Section 16 of the FOI https://www.legislation.gov.uk/ukpga/200... places a duty on the authority to provide reasonable assistance to members of the public requesting information. I’m not sure they’re really entering into the spirit of things here.

Secondly I suspect they genuinely do not hold information about home county because no-one uses this. Ask them for applicants’ postcodes but, to ensure this information is suitably redacted, ask them to provide just the postal district (first 4 outbound digits) eg CM1 3. Each postal district contains approximately 8,600 households (Centre for Advanced Spatial Analysis, University College London). Redaction is not the same as processing information to create new information (ie sorting) but authorities can refuse information if they think redacting it would take too long. If you hit this problem then suggest they use Excel, first to search and replace to remove blanks then use the LEFT(<cellref>,4) function to select the 4 leftmost characters. That should take about 2-3 minutes.

Finally it’s always a good idea to specify that you’d like any statistical information either as an Excel or CSV file. If you fail to do this you might find the authority prints out the information and scans it in to a PDF file which renders the information pretty useless.

If you are still interested in this information then, to keep this website nice and tidy, you should make a new request.
Good luck. :-)
