2016 North Lanarkshire Psychological Services Self Evaluation Report

Dear North Lanarkshire Council,

In the 2016 North Lanarkshire Psychological Services Self Evaluation Report it details that NLC conducted CEM testing on P3, P5 and P7 pupils. Can the following questions be answered?

1. Was the CEM testing conducted using the standardised assessments from the University of Durham?

2. The CEM data produced by the University of Durham includes high-level reading scores but also includes more detailed calculated age for Word Recognition, Word Decoding, Comprehension and Spelling. Did NLC receive this detailed information for the pupils?

3. Was an analysis conducted comparing the chronological age or children compared to the calculated age for Word Recognition, Word Decoding, Comprehension and Spelling? If yes, were children with very decoding ages that were below their chronological age further evaluated for having dyslexia?

Also, for children with low decoding ages what literacy intervention was provided to them?

Requests for Information

I refer to the 3 emails submitted on 18 March seeking information in terms of the Freedom of Information legislation.

While the Freedom of Information legislation provides rights to the public to request information held by public authorities ,the information sought must be recorded i.e. it must be stored and held in some way, such as a report, spreadsheet or minute.

Having reviewed your 3 emails it appears that many of your 26 numbered queries seek comment and explanation rather than recorded information. Accordingly, if we were to proceed with these requests as currently framed it is likely that the response to many of these queries will be that no recorded information is held.

In order to be of some assistance and by way of clarification, would it be possible for you to refine your three emails to remove requests for views and explanation and reframe your emails as requests for recorded information?
