Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000, relating to Head Teacher appeals. I am
pleased to provide the response below:

 

1) How many Head Teachers Appeals were there in 2016?

1969 cases were referred to local Head Teacher Assessment panels in 2016.

 

2) How many panels were there conducting the appeals in 2016?

There were four panels. Each panel divided into multiple sub-groups for
the consideration of work. The North West Kent panel looked at 370 cases,
the West Kent panel looked at 220 cases, the Mid Kent panel looked at 551
cases and the East Kent panel looked at 828 cases.

 

3) How many days did the panel/s take to review all cases in 2016?

Altogether, they were in session over 8 days (between 1 and 3 days each).
The length of the sessions, the number of personnel and the start and
finish time will have varied on different days, as will the number of
cases considered.

 

4) What time did they start conducting the appeal process and what time
did they finish on each day?

On full days, panels usually started between 8.30 and 9.15am and finished
at 4 or 5pm. All but one of the panels had one session which ran for a
morning only.

 

5) How long did the panel spend on each appeal case - please advise how
many minutes per appeal, in 2016?

This is not data that the Council holds, nor can a figure be reliably
calculated from the data which is available. Panels take as long as they
need, and this will reflect how easy it is to reach a conclusion given the
circumstances of each case, the quality, quantity and complexity of
supporting evidence supplied. On occasion, a sub-group will ask for
decisions to be cross-moderated or checked by colleagues, so an individual
case could take less than 10 minutes or more than 20, but that level of
detail is not logged.
