Dear Barnet Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Barnet Borough Council's handling of my FOI request '2016/17 Pension Fund Investment Data as MS Excel File'.

Thanks for the link to Barnet's Pension Fund Performance document. However, this doesn't include the information we requested.

We asked for full details of what the Pension Fund invests in, including the full name and amount of each investment. This should include a breakdown of equities. We also requested this data in Excel spreadsheet format.

The document sent to us
* Contains a list of managed funds (e.g. LGIM Global Equuity). This is not a breakdown of all investments, or of specific equity shareholdings.
* Contains the v limited data in a pdf - not a .xls spreadsheet

To reiterate, we are requesting a full breakdown of all equity shareholdings held by the pension fund, and other non equity shareholdings - in a spreadsheet format.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/2...

Yours faithfully,

Mika Minio-Paluello

Dear Mr Minio-Paluello

Thank you for your request for a review received on 11 September 2017. I’m
sorry to hear that you are unhappy with the council’s response to your
information request.

and impartial, will reconsider the merits of the case and will identify
any errors in the handling of your request.

We aim to complete internal reviews promptly and in any event within 20
working days from receipt of a complaint.  In exceptional cases we may
take longer, but we will not exceed 40 working days.  This is in line
with  guidance issued by the Information Commissioner.

Dear Mr Minio-Paluello

I write further to our email acknowledging your request for an internal
review into the handling of your request for information.

You have requested an internal review of the Council’s response in
relation to your request as you are seeking a more detailed breakdown of
investments by the Barnet Pension Fund.  Your complaint is not upheld.
I have undertaken the internal review and the outcome of my review is set
out below.

The previous information provided to you was correct.  The pension fund
invests in unit trusts and managed funds, whose details are fully listed
in the quarterly report presented to the Pension Committee.  These are
multi-client funds in which we are purchasing a proportion of the return
generated by the funds, and not partial ownership of the underlying
instruments.  In some cases the investments are structured as insurance
policies that generate a return based on a specified equity index and do
not transfer ownership of the underlying securities.

Do you still require the information reported to the Pension Fund
Committee to be supplied to you in an excel format?  If so, let me know
and I will ak our Finance team if they are able to provide this to you in
the format requested.

Thank you for your interest in Barnet Council.

Your Rights

If you remain dissatisfied with the handling of your request, you have a
right to appeal to the Information Commissioner at:

Telephone: 0303 123 1113
