Background

Your advice note / analysis overview in September 2012, titled

"New housing in Peacehaven & Newhaven: Impacts on the A259 west of Peacehaven and on Newhaven ring road, and consequences for housing numbers" was based on studies undertaken in 2011 and 2012 and was "scrutinised in 2015 as part of the examination into the Core Strategy and considered to be robust evidence to support this plan."

It is assumed the scrutiny checked the actual traffic conditions in 2015 matched conditions predicted in 2011/12 using real world measurements in accordance with the DfT's Guidelines on Forecasting and Modelling.

Information Request.

Please provide details of the Real World measurements taken in 2015 to confirm the 2011/12 predictions were robust.

If robustness was confirmed by other methods, please outline how the traffic conditions in 2015 were estimated with any notes documenting this analysis.

Response

 

The traffic advice note you quote was the advice provided by East Sussex
County Council in 2011 to Lewes District Council as part of the evidence
base to support the development of their Local Plan.  Subsequent changes
in traffic flows and infrastructure on the A259 renders that advice out of
date. 

 

Each year ESCC, as the Transport Authority, calculates the 24 hour flows
for sections of the major roads in the county network in order that the
usage of the network is understood.  The methodology for doing this is to
take the AADT or annual average daily traffic flow from a year’s data from
the nearest permanent counter on that road and, because the permanent
count is not always on the exact same section of the road, we combine it
with data from the most recent 12 hour classified turning count at the
nearest junction. This calculation produces a 24 hour factored flow
figure.  This methodology produced the figure of 20,310 vehicles for that
section of the A259 in 2010. 

 

However, in 2011 the basis for calculating each section of road was
reviewed and amended to ensure that the most appropriate permanent counter
and the most appropriate turning count data was being used.  Following the
review of the 24 hour factored flow methodology, a more accurate flow
figure for this section of the A259  was obtained by using the AADT from
the permanent counter on the A259 at Telscombe Tye without any factoring
turning count. 

 

The figures for subsequent years are as follows:

2011       22,986

2012       22,333

2013       22,134

2014       22,480

2015       22,532

2016       23,068

2017       22,704

 

The scrutiny in 2015 being referred to was carried out by the Inspector on
behalf of the Planning Inspectorate. The Inspector accepted the evidence
before him was sufficiently robust to allow the allocation of the site in
the Lewes Core Strategy.
