2015-18 Funding Allocations for Developments in Hungerford, West Berkshire

Dear Homes and Communities Agency,

Please could you provide me with information held regarding any development schemes in Hungerford, West Berkshire that have been allocated or are under consideration for funding under any of your 2015-18 programs.

I am particularly ( but not exclusively) interested in:

1. Whether the unbuilt schemes identified in the Berkshire Local Investment Plan 2011-14 relating to Hungerford have been carried forward for funding given the apparent contradiction with the NPPF ( outside the Settlement Boundary in an AONB) for both schemes ( grouped together as no 43 page 48).

I am writing to request an internal review of Homes and Communities Agency's handling of my FOI request '2015-18 Funding Allocations for Developments in Hungerford, West Berkshire', and would be grateful if you could take the following points into consideration:

1 Item 43 in the Berkshire LIP comprised TWO developments owned by The Chilton Estates. Planning applications for both schemes were submitted some time ago ( 2010/11 - the BLIP indicates that they were at pre planning stage when it was adopted) but they were subsequently withdrawn and then put forward for consideration as development sites under the Council's SHLAA and DPD. I believe the second site could be called Folly Dog Leg Field, or possibly 'Site to the North of the A4'. You have confirmed that the Eddington Allotment Site has not been allocated funding, but you have not given a specific answer regarding the second site. Also I understand that there is a rolling programme for funding and would therefore be grateful for confirmation that neither site is in your pipeline and/or pending on your IMS system, information which I would equate with 'under consideration for funding' in my original request.

For further explanation I have copied item 43 of the BLIP below:

Strategic Objective: Rural
Deliverables: The development comprises TWO developments owned by The Chilton Estates. 116 units 30- 40% affordable -
Constraint (s) to delivery: Access and flooding issues would need to be resolved.
Intervention/ Investment Required: Affordable housing grant, flooding remediation and Highways
Delivery Status: Pre planning stage
Partners to engage: Chiltern (sic) Estates, registered provider and Environment agency
Time- table for Investment: (blank)
Risk if no Investment: (blank)

2 You have also confirmed that North View Heights is not a scheme the HCA has made an allocation against in the AHP 2-15-18, but you have not provided the grant application ( as specifically requested) or an answer as to whether this scheme is in the pipeline for funding. Again, I would appreciate more detail as to the status of this scheme as held on your IMS system, given the fact that Sovereign have informed West Berkshire Council that they will be applying for HCA funding for this project as detailed in the link provided in my original request.

Finally, I would be grateful for confirmation from the review that no other Hungerford schemes are in the pipeline for funding/and or recorded on your IMS system awaiting a formal application/status switch. Again I would consider this to be captured within the 'under consideration' part of my request.

Many thanks for your internal review. Given the apparent discrepancy between the information regarding the application for HCA grant as per the planning application records held by West Berkshire Council 14/01171/FULD (Demolition of existing building* and construction of 9 new dwellings), and your own records, I am wondering whether perhaps my request has been misunderstood for the purposes of the IMS/document search, and that the search criteria may have excluded applications for which funding has not been granted.

I will therefore put in a separate request for all documentation and system records held by the HCA regarding North View Heights, Hungerford.
