2014 Home Country Casualty Figures for EU State-owned TfL Bus Subcontractors

Dear Transport for London,

Based on data TfL publishes every quarter on its website, for the calendar year 2014, we know that 3 EU State-owned TfL BUS Subcontractors (Arriva, Abellio & RATP) were involved in incidents where 530 people were reported injured and 6 were reported killed. Specifically, in 2014 Arriva reported 312 injuries and 4 fatalities, Abellio reported 82 injuries and 0 fatalities, and RATP reported 136 injuries and 2 fatalities. Based on TfL's own published data, these three specific TfL Bus Subcontractors' incidents constituted 41% of the total number of incidents where someone was reported injured and 60% of those where someone was reported fatally injured. Given that these three companies are owned by EU state-owned transport operators (Arriva is owned by German national rail operator Deutsche Bahn, Abellio is owned by the Dutch National rail operator Nederlandse Spoorwegen & RATP is owned by French state-owned transport operator Régie Autonome des Transports Parisiens) does TfL monitor and evaluate the safety performance of these three state-owned entities in their own home regions or countries? If so, kindly provide me with the number of casualties resulting from incidents involving these three operators in the most populous city or conurbation in the home country where they operate for the calendar year 2014. And, if any of these three owners are operating bus services in their home countries, kindly provide me with the same casualty data pertaining to these companies' bus operations for the same period and location. If TfL does not monitor, collect or evaluate this TfL Bus Subcontractor 'home country' data, please provide me with an explanation as to why the safety performance of a TfL Bus Subcontractor in its home country is not relevant to assessing or understanding how safely it is carrying out its bus operations in London.

Accident data for Arriva's owners (say) in their home country are only relevant to anything if you can compare them with something else, the obvious something else being accident data for other operators in a similar operating environment in that country. Then you need to know mileage operated in order to produce accident rates. Does the inquirer really think it likely (or a reasonable use of public money) for TfL to collect and analyse substantial amounts of data for another country? For that matter, given that ownership does not necessarily imply hands-on management, would it really have any relevance to the TfL operation in any case?

I can confirm that we do not hold the information you require.

 

TfL does not monitor the safety performance of parent companies in their
respective countries as investigations into serious bus collisions in
London remain the most effective way to understand the underlying causes
and highlight areas for improvements. Incident data is also collected and
collated in a common way across London so robust analysis can be conducted
of uniformly-classified incidents, regardless of how minor the accident
and whether or not third-parties were at fault. The operating environments
of buses and incidents reporting practices in different countries will
vary significantly from London, reducing the value of comparisons and the
reliability of benchmark data.
