2014 Badger Cull population estimates and cull targets

Dear Natural England,

Are there specific population estimates for each zone for 2014 and if so how did you derive these?

Can you please say how many badgers must be killed in the Somerset and Gloucestershire Badger Culls in 2014? What percentage is this of the populations remaining after 2013 culls?

What steps have you taken to avoid repeating the production of inaccurate figures as in 2012/13? In others words how will address the problem identified by the Secretary of State as "badgers moving the goalposts"?

Given that there continue to be reports of illegal badger killings in cull zones how will you verify that local extinction does not occur?

If you have not got an accurate estimate of numbers how will you ensure that the cull does not cause local extinction? Please make particular reference to Somerset where Setts will have been affected by severe winter rain, illegal killing and where observers have reported pockets of local extinction.

If the cull fails to meet your minimum target(set to achieve disease reduction and avoid disease spread) in either zone, for a second year, what if anything will you do to address culls failing to meet targets? In particular what will you do if numbers killed in Gloucestershire continue to be less than half your target?

Do you accept the position of the Chief Vet that to contain perturbation it is right to continue culling even when less than half the target numbers are killed?

Is it within the remit of Natural England to determine whether contractors will only continue to hold badger cull licences if they meet targets and ensure that local extinction does not occur?

Dear Natural England,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Natural England's handling of my FOI request '2014 Badger Cull population estimates and cull targets'.

You state that "Badger control would cease as soon as the relevant control company reached the targets set for them"

As this means you will be setting targets for them, it is hard to understand that you don't know how you will derive these targets, when it is less than a month before the "season" begins.

As the targets will have to be in place by 1/6/14, (or presumably the "season" can not begin) please say how and when you will derive these targets for both of the cull zones. You will not be able to monitor effectiveness without proper population estimates so I am sure you will understand that this this is very important.
