Dear Liverpool City Council,

LCC have put in an order to 1st Communications Installation and Maintenance Ltd for PPE equipment, without a tendering process being carried out.. "Direct Award Due to Extreme Urgency" The value of the contract is £229,824

The companies website states the following:
'1st Communications Installation and Maintenance are not just a telecommunications provider but also a utility and water provider too. They supply Water, Gas, Electric, Telecoms, Equipment, Computers, Printers, Business Telephone systems and much more.'

There is no mention on the website, on Linkedin or in any promotional materials that they have ever sold or been involved with PPE equipment or any other medical supplies in the history of the company.

[2] In the last set of accounts, this company had a Net Assets debt of £20,457 and has never sold PPE equipment. Please supply all information /docs that show how and why this company was chosen, including the Due Diligence that was carried out.

I am writing to request an internal review of Liverpool City Council's handling of my FOI request '1st Communications Installation and Maintenance Ltd - PPE Equipment'.

Thank you for your communication dated 12 October 2020 in response to FOI request 4437259/JB which was submitted on 5 July 2020.

I am writing to request an Internal Review as elements of your reply are nonsensical when considered in conjunction with the information given in your response FOI 4476953 to Ken Brett on 13 July 2020.

You advised Mr Brett that the order awarded to 1st Communications I&M Ltd was for 102,144 units of 100ml Aquasan Hand Sanitiser at a cost of £1.99 per unit.

Aquasan Hand Sanitiser is made in England and is a product of Malibu Health Products Ltd in St Albans, Hertfordshire. https://www.malibusun.com/aquasan-hand-s...

One would assume that your due diligence would at the very least have extended to knowing the brand, size, cost price and origin of the product being sourced.

Would you please therefore advise the relevance of your comment that “1st Comms ……… had established import links” in relation to a product which is actually produced in the UK .

Please advise why this product was not sourced directly from Malibu Health Products Ltd, at a unit cost of £1.99 and therefore a cost saving on the total order of in excess of £26,000?

Dear Liverpool City Council,
I note that many FOIs [sometimes quite complex] have been responded to within days or weeks, and yet this FOI request for an Internal Review has not been answered after THREE MONTHS. Please investigate why LCC seem to pick and choose who they respond to in a timely fashion. There seems to be no logic in LCC's procedures. Responses do not seem to be predicated on the dates the requests are sent, nor on the complexity of the request.
I am sending a copy of all my outstanding FOI's to the City Solicitor.
I would appreciate a response to this FOI as soon as possible.
