1995 Decision to Allow Inter-Availability To Be Removed On The Routes Coming Out Of Southend

Dear Office of Rail and Road,

I am writing to request the information that you hold about a decision that you made in 1995 after discussions with the British Railways Board whereby you agreed "that inter-availability would be removed from the routes coming out of Southend to allow the two operating units to realise their own revenue."

However, the scope of this request is widened to include any decision that you made that affected the routeing and/or the inter-availability of fares from Southend Victoria, Prittlewell, Rochford and Hockley stations to Stratford and London Terminals.

- correspondence between yourselves and others about these changes;
- internal documents;
- a notice of a decision that you made containing the details and rationale; and

Please find a slightly amended request that I just made. The amendments are:
- To the date I believe the decision was made in case it was not made in 1995; and
- To the paragraph where I refer to the letter I recieved to the Department for Transport as I included part of a previous draft sentence in it.

about a decision made by the Office of the Rail Regulator (ORR) around
1995 in relation to the removal of the inter-availability of fares from
routes coming out of Southend. Your request has now been considered under
the terms of the Freedom of Information Act 2000.
 
We have been unable to find any information that falls within the
parameters of your request. The decision in question is related to
functions that were taken over by other organisations many years ago, and
are currently the responsibility of the Department for Transport (DfT). We
suggest that this information may have been transferred to the successor
organisations and may now be with the DfT. Alternatively, after 21 years,
it may be that the information has been destroyed in accordance with the
organisation’s retention policy.

Dear CCT Contact,

Thank you for your reply.

I have completed some further research into the subject and have discovered that the decision to change the fares available from stations in the Southend-on-Sea area was implemented in NFM59 which went live in February 1995.

It is therefore likely that the decision, and any discussions surround it took place in 1994. Would this change your answer as to wether or not you have the information available?
