JJ Evans made this Freedom of Information request to Lancashire Teaching Hospitals NHS Foundation Trust as part of a batch sent to 169 authorities

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

Dear Lancashire Teaching Hospitals NHS Foundation Trust,

I am writing to request under the freedom of information act any/all copies of administrative correspondence, letters and/or any other documentation including minutes of meetings etc that mention or relate to:

HIV / AIDS or Hepatitis, AND, Haemophilia / Haemophiliacs during the period January 1st 1988 – December 31st 1991.

Please note that I am NOT requesting patient medical records which would obviously be exempt, but administrative correspondence, letters and/or any other documentation including minutes of meetings etc.

Please supply material preferably in PDF format though any format will suffice in the interest of keeping costs / time to a minimum if this is easier.

Yours faithfully,

JJ Evans

Dear JJ Evans,

Thank you for your request for information submitted under the Freedom of
Information Act.

I should advise at this stage that it is unlikely this request will be
successful due to the time period for the request & the fact that systems
were not electronic during the period.

We can confirm that Lancashire Teaching Hospitals NHS Foundation Trust
will reply on or before 17/9/18.

Freedom of Information (LTHTR), Lancashire Teaching Hospitals NHS Foundation Trust

Dear JJ Evans,

Thank you for your request for information submitted under the Freedom of
Information Act.  Unfortunately the trust is unable to assist with the
information requested:

FOI Request 5090

I am writing to request under the freedom of information act any/all
copies of administrative correspondence, letters and/or any other
documentation including minutes of meetings etc that mention or relate to:

HIV / AIDS or Hepatitis, AND, Haemophilia / Haemophiliacs during the
period January 1st 1988 – December 31st 1991.

Please note that I am NOT requesting patient medical records which would
obviously be exempt, but administrative correspondence, letters and/or any
other documentation including minutes of meetings etc.

Response: The Trust can neither confirm nor deny that it may information
that falls within the description specified in your request.  This is due
to a combination of the source of information and the time period it has
been requested for (i.e. before use of IT was widespread).

To determine whether information is held then to access and extract this
information would require a manual exercise which would take over 2.5 day
limit.  The appropriate limit is specified in regulations and is set at
£450 for a NHS Foundation Trust.  The appropriate limit represents the
estimated cost of one person spending two and a half days in determining
whether the Trust holds the information, locating, retrieving and
extracting the information. Consequently, the Trust is not obliged by the
Freedom of Information Act 2000 to respond to your request (see section
12(1)).

Regards,
