1976 Dangerous Wild Animals Act

The request was successful.

Michael Gaffney

Dear Rochdale Metropolitan Borough Council,

I would like information on licenses to keep wild, dangerous or exotic animals in the county, issued by the Council under the 1976 Dangerous Wild Animals Act.

I would like to know:

- How many applications have been made for licenses in the past five years?
- How many licenses are currently issued?
- For what species of animal have these licenses been issued, and how many of each species?

Yours faithfully,

Michael Gaffney

FOI, Rochdale Metropolitan Borough Council

Dear Michael,

We are in receipt of your Freedom of Information request dated 13 May 2020.

The council is facing unprecedented challenges during the Coronavirus (COVID-19) pandemic and as a result is diverting staff to essential service delivery. This means that there are fewer council staff available to carry out the usual day to day activities of the council.

We are therefore not in a position to prioritise your request for information at this time and must advise you to expect significant delays in response. We trust you will understand the pressing need to ensure that essential services are delivered as a priority.

It would be helpful if you could consider if your request is absolutely essential or if you would like to withdraw it to support the Councils efforts at this time. Your request will otherwise be placed in a queue and will be dealt with in line with other priorities once staff eventually become available.

It would help the Council if you could give the information on current events consideration before submitting any further requests. Thank you for your understanding in this matter and please avoid contacting us further about your request at this time, to help us to provide those essential services.

The information Commissioner has published helpful information on their website which supports the councils approach. https://ico.org.uk/about-the-ico/news-an...

Michael Gaffney

Dear Rochdale Metropolitan Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Rochdale Metropolitan Borough Council's handling of my FOI request '1976 Dangerous Wild Animals Act'.

I submitted this request on 13th May 2020, meaning as of today it is now 58 days since submission.

You will be aware that the Freedom of Information Act 2000 (Section 10) requires that requests for information should be complied with promptly, and at the very least within 20 working days, a timescale we are now far beyond.

Although I appreciate that you and your colleagues will have been working under difficult conditions, and these unprecedented circumstances are recognised by the latest guidance from the Information Commissioner's Office on FOI work during the pandemic, I respectfully submit that my request is not a complicated one. It should require you to only look through a couple of records, as the issuing of licenses for wild animals is generally uncommon. I have submitted the same FOI request to every other Borough Council in Greater Manchester, and all nine others have managed to get back to me with answers.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/1...

Yours faithfully,

Michael Gaffney
