Dear Mr Reynolds Re: FREEDOM OF INFORMATION (FOI) 2000 ACT REQUEST
I am writing regarding your request for information dated 23 December 2013.
You state that as part of the Government Green paper (Support and Aspiration) the
government has outlined a new approach to special educational needs and disability.
As part of this initiative the government requires all local authorities in England to set
out a Local Offer, whose purpose is to enable parents and young people to see more
clearly what services are available to them in their area and how to access them. You
have requested the following:
1. What is your local authority currently offering for online advice and guidance for Local
The legislation requires Local Authorities to publish their Local Offer when the
legislation comes into force. The legislation has not yet been enacted. We are not a
pathfinder authority and we are still in the planning stages. The Council has
established a working group which involves key stakeholders, including parents, to
develop our local offer and we are working towards the implementation date of 1st

Planning for the implementation of the new legislation is being led by Merle Abbott,
Head of SEN and Disability.
