What are the current issues your L. A’s placement team face when it comes
to placing 18+ service users in supported accommodation?

Care Leavers are often considered unsuitable for some of our supported
accommodation due to levels of risk and high support needs as it is for
any age as they must consider safety of the young person and other
residents in the hostel/shared accommodation.

Challenges with local sufficiency of some supported accommodation options
for care leavers 18-21 e.g. self-contained units and ‘training flats’

 

What is the placements teams’ budget per week for 18+ placements?

for example, £620PW per placement including 3 support hours.

Accommodation for young people 18+ is self-funded (through work or welfare
benefits) or via local social landlords, the local authority housing team
and adult social care. The placements team do not have any role in
sourcing accommodation for over 18s.

 

What is the procedure for your L.A if a provider wishes to join both
on-tender & off-tender providers list?

The providers are able to take clients directly and are not reliant on the
framework for referrals, but Housing Related Support will only be paid for
following the LA assessment of need and a referral can be made by the
Provider after accepting someone directly.

 

What are the main KPI's (key performance indicators) your L.A placements
team use to separate a good semi-independent service to a bad one
specifically for 18+ service users?

In the LA housing service performance is measured against the support
outcomes – no specific KPIs, all support plans are reviewed with the
provider on a 6 monthly basis to check quality.

The placements team does not play any role in quality assurance of homes
for over 18s.

 

What are the main factors your L.A Placements team use to ascertain
whether a placement / provider is a good match for 18+ service users?

The placements team does not play a role in this process; the housing
service complete a housing and support needs assessment considering the
outcomes they will be working towards and their personal housing plan.

 

What is the L.A's budget for support hours specifically per hour for 18+
service users ?

for example £21.50 per additional support hour.

£25 per hour for a 6 to 10 hours of support per week for the first 6
months and then £18 per hour for 2-5 hours of support for 12 months

 

What type of accommodation is needed but in short supply for your L.A
placements team ? I.e. studio's, shared, 2 bed flats etc.

What is the L.A placements team budget per week for the following
accommodation: Studio, 1 bed Flat, 2 bed flat, Shared Accommodation.

Studio, 1 bed flats, 1 bed and 2 bed ‘training flats’

There is no specific budget for care leavers it is included in the overall
housing related support budget.

 

When does the L.A plan to publish their next tender for 18+ placements ?

Current contract ends June 2026 for HRS

 

What is L.A's standard procedure before placing an 18+ service user with a
provider for the first time ?Who are the current providers you use for 18+
unstaffed accommodation ?

N/A only use accommodation with staffing unless it is a social housing
allocation which is done via a choice based lettings system.
