Good afternoon Members, 
  
You may already be aware; consultation commenced this morning on the Government’s revised Property and 
Compensation Scheme for HS2 (following judicial review of the process applied prior to consulting on this issue in 
late 2012 / early 2013).  The consultation closes on 4 December, which provides 12 weeks in which to consider the 
consultation material.

The consultation documentation is available at https://www.gov.uk/government/consultations/hs2‐property‐
compensation‐consultation‐2013, a brief review of which highlights the following key points: 
  
  ‘Express Purchase’ remains available for property owners eligible to submit Blight Notices within the formal 
Safeguarded Area (previously referred to as the Advance Purchase Scheme); 
  The ‘Voluntary Purchase Zone’ (as put forward by the previous consultation) has been revised and is now 
referred to as a ‘Rural Support Zone’; 
  The Rural Support Zone will provide support to property owners in the form of: 
o  Either a Voluntary Purchase Scheme, whereby eligible property owners within 120m of the railway 
would be able to request purchase of their property (equivalent to that previously proposed); 
o  Or a Property Bond Scheme, which would provide eligible property owners within a currently 
unspecified area security through the guarantee of a pre‐HS2 ‘base bond price’ value of their property; 
  The Long‐term Hardship Scheme is retained and appears unchanged; 
  The Sale and Rent Back scheme is retained and appears unchanged. 
  
Consultation events will be hosted by HS2 Ltd at: 
  
  The Fentham Hall, Hampton in Arden – Friday 11 October; 12pm – 8pm 
  The Loft at the Bluebell Centre, Chelmsley Wood Shopping Centre – Thursday 24 October; 12pm – 8pm 
  Firs & Bromford Sports & Community Centre – Monday 28 October; 4pm – 8pm 
We will set about reviewing the detail of the consultation documentation, comparing it with our response to the 
previous Property and Compensation consultation and will report in due course.
