The responsibilities of the post holder developed over
time and expanded from 2006 onwards, encompassing
strategic responsibility for anti-social behaviour on
behalf of both the Council and Community Safety
Partnership. This was recognised through an
honorarium payment effective from 1 January 2007.
The post was established at the higher grade on 1
November 2008.

In August 2011 the post was redefined as ‘Deputy
Head of Targeted Services’ and included operational
responsibility for both the Anti-Social Behaviour Team
and Youth Offending Service, working to the Head of
Targeted Youth Support. This post was deleted on 4th
of June 2013, when the Children & Young People’s
Department restructured

The Cabinet report to which you refer (Progressing
Neighbourhood Working – Strategic Service Reviews of
Streetscene and Community Safety – 7/11/13) is the
corporate document that sets out the proposal that the
Constituency Manager (Wallasey) becomes the
strategic lead for ASB. This proposal was agreed by
Cabinet on 7 November 2013.

The person who held the post of Manager of Wirral
Anti-Social Behaviour Team is the Constituency
Manager that Cabinet agreed (7 November 2013)
would become strategic lead for ASB. Two
Constituency Managers undertook the strategic service
reviews (respectively) of Streetscene and Community
Safety using their expertise to both undertake the
reviews and take the recommendations forward.
5.
The Equality Impact Assessment was undertaken on
30/9/2013. Due to an administrative error this was not
published, but this has now been rectified. Please also
find this document attached.
