FREEDOM OF INFORMATION REQUEST - REFERENCE NO: 002313/13
I write in connection with your request for information which was received by
Derbyshire
Constabulary on 08/10/2013.
I note you seek access to the following information:
1. Are your current ICT needs provided using in house resource or outsourced to a third
party ICT managed services provider?
2. If using a third party provider who is this and when does the contract end/come up for
renewal?
3. Who are the technology providers of your voice systems, eg MiTel, Siemens, Cisco etc?
4. Do you have corporate WiFi and if so who is your supplier and vendor?
5. Have you deployed unified communications within your networks?
6. Who are the technology providers of any videoconferencing systems eg Polycom,
Tandberg etc ?
7. Who are the technology providers of your current data networking eg Cisco, HP etc?
8. Who provides your wide area network?
9. When does the contract end/come up for renewal?
10. How many sites are connected to your WAN?
Result of Searches
Following receipt of your request, searches were conducted within Derbyshire Constabulary
to locate any relevant information. The searches located information relevant to your
request.

Decision
I have today decided not to disclose the located information to you in full as I am claiming an
exemption under S22 - Information intended for future publication of the Freedom of
Information Act 2000 in respect of questions 2 and 9; the rationale for which is explained
below.
Therefore please accept this letter as a formal refusal of your request.
Refusal of Request - Section 17
Section 17(1) provides that -
“A public authority which, in relation to any request for information, is to any extent relying on
a claim that any provision of Part II relating to the duty to confirm or deny is relevant to the
request or on a claim that information is exempt information must, within the time for
complying with section 1(1), give the applicant a notice which –
(a) States that fact,
(b) Specifies the exemption in question, and
(c) States (if that would not otherwise be apparent) why the exemption applies.”
Section 22 - Information Intended for Future Publication
Information is exempt from disclosure under section 22 if the information is held by the public
authority
with a view to its publication, by the authority or any other person, at some future date
(whether determined or not) Or
the information is held with a view to such publication at the time of the request for
information was made and it is reasonable in all the circumstances that the information
should be withheld from disclosure until the date of publication (whether determined or
not)
In addition the duty to confirm or deny is excluded where compliance with that duty would
involve the disclosure of any information (whether or not already recorded) which falls within
this exemption.
This is a qualified and class-based exemption and, as such, I am required to apply a public
interest test only in relation to any disclosure.
The engagement of a Section 22 exemption in this instance revolves around the
consideration of whether it is reasonable for the Constabulary to keep to the original
timetable for publication or whether in this specific instance, including the public interest, it
would warrant earlier disclosure.
Details of all existing contracts are to be placed on the Constabulary’s internet site in the
near future and updated on a quarterly basis. Whilst the publication date at this time cannot
be specified it is hoped that it will be available in the coming weeks. Given this I feel that to

constantly produce new and up to date individual elements of this data in order to satisfy
individual requests outside of the already agreed schedule would remove the benefits of the
Constabulary’s pro-active publication scheme and detrimentally affect the effective and
efficient use of our resources.
As a consequence I can see no public benefit in publishing such data requests outside of the
pre agreed time frame.
