TRAFFIC MANAGEMENT ORDER 
 
THE LONDON BOROUGH OF RICHMOND UPON THAMES 
(PRESCRIBED ROUTES) (BUS LANES) (AMENDMENT No. 4) ORDER 2009

Coming into operation:  9 March 2009 
 
 
The Council of the London Borough of Richmond upon Thames, having consulted the 
Commissioner of Police of the Metropolis, in exercise of the powers conferred by Sections 6 
and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984(a), as 
amended, and all other enabling powers hereby make the following Order— 
 
1. 
This Order shall come into operation on 9 March 2009 and may be cited as the London 
Borough of Richmond upon Thames (Prescribed Route) (Bus Lanes) (Amendment 
No. 4) Order 2009. 
 
2. 
(1) 
In this Order the expression “enactment” means any enactment whether public, 
general or local and includes any order, bye-law, rule, regulation, scheme or 
other instrument having effect by virtue of an enactment. 
 
(2) 
Any reference in this Order to any enactment shall be construed as a reference 
to that enactment as amended, applied, consolidated, re-enacted by or as having 
effect by virtue of any subsequent enactment. 
 
(3) 
The Interpretation Act 1978(b) shall apply for the interpretation of this Order as it 
applies for the interpretation of an Act of Parliament. 
 
3. 
Without prejudice to the validity of anything done or to any liability incurred in respect 
of any act or omission before the coming into operation of this Order, the London 
Borough of Richmond upon Thames (Prescribed Route) (Bus Lanes) (Consolidation) 
Order 2005(c), as amended, shall have effect as though for the items numbered 4 
and 5 in Schedule 1 to that Order there were substituted the items similarly 
numbered and set out in columns 1, 2, 3, 4 and 5 of the Schedule to this Order.

EXPLANATORY NOTE 
(This Note is not part of the Order but is intended to indicate its general purport.) 
 
This Order varies the hours when the bus lane controls are in operation in the two bus lanes 
in Hampton Court Road. 
 
 
 
STATEMENT OF REASONS 
 
A study of the queues of traffic in the non-bus lanes during the hours of operation of the 
existing bus lanes at both locations show that there is a continued benefit to bus journey 
times and justification for retaining the lanes.  The proposed extension of their hours of 
operation to include Saturdays and Sundays will cater for weekend shopping peaks and 
special events in the area.

BUS LANES IN 
HAMPTON COURT ROAD 
(Reference 97/08) 
 
1. 
The Council of the London Borough of Richmond upon Thames propose to make the 
above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road 
Traffic Regulation Act 1984, as amended. 
 
2. 
The general effect of the Order will be to alter the times when the existing bus lanes in 
Hampton Court Road will be in operation, as stated in paragraph 3 below. 
 
3. 
The proposed changes are as follows:- 
(a) 
for the south-eastbound bus lane in Hampton Court Road approaching the 
Hampton Court Way roundabout near Hampton Court Palace (having a length of 
270 metres): alter the hours of control from “between 7am and 10am on Mondays 
to Fridays inclusive” to “between 7am and 7pm throughout the week”; and 
(b) 
for the north-eastbound bus lane in Hampton Court Road approaching its junction 
with Church Grove, Hampton Wick (having a length of 250 metres): alter the 
hours of control from “between 7am and 7pm on Mondays to Saturdays inclusive” 
to “between 7am and 7pm throughout the week”; 
where, in each case, the expression “throughout the week” means every day of the 
week including Sundays. 
 
4. 
No vehicles, other than buses, taxis and pedal cycles will be permitted to use the bus 
lanes during the stated hours of control.  Both bus lanes are designated as being “with-
flow bus lanes”. 
 
5. 
Copies of the proposed Order and the Council’s Statement of Reasons for proposing to 
make the Order can be inspected, quoting Reference 97/08, at: 
(a) 
Hampton Library, Rosehill, Hampton, Middlesex TW12 2AB; 
(b) 
Hampton Wick Library, Bennett Close, Hampton Wick, Middlesex KT1 4AT; and 
(c) 
the Civic Centre (Planning Reception, ground floor), 44 York Street, Twickenham 
between 9.15am and 5pm on Mondays to Fridays, except for Bank and other 
public holidays. 
 
6. 
Persons wishing to object to or support the proposals or any part thereof should write to 
the Manager for Highways and Transport, Civic Centre, 44 York Street, Twickenham 
TW1 3BZ giving the grounds of their objection, and any such letter should arrive at the 
Council offices no later than 16 January 2009.

1. 
The Council of the London Borough of Richmond upon Thames on the 2 March 
2009 made the above Order under sections 6 and 124 of, and Part IV of Schedule 9 
to, the Road Traffic Regulation Act 1984, as amended. 
 
2. 
The general effect of the Order will be to alter the times when the existing bus lanes 
in Hampton Court Road will be in operation, as stated in paragraph 3 below.

Persons wishing to question the validity of this Order or any of its provisions on the 
grounds that it or they are not within the powers conferred by the 1984 Act, or that 
any requirement of the Act or any instrument made under the Act has not been 
complied with that person may, within six weeks from the date on which the Order 
was made, apply for the purpose to the High Court.
