Dear Merton Borough Council,

I would like to know how I can become a provider for Merton Council.

I have my Supported living accommodation business for 16-18 year old females in Birmingham.

I want to know how I can register as a provider and the process for spot purchase.

Breakdown in how many care leavers were placed out of the borough in 2017/2018, average weekly costs and contact details should I require further details

Yours faithfully,

Natasha McNair

CSF FOI Requests, Merton Borough Council

Dear Natasha McNair,

Freedom of Information Act 2000 / Environmental Information Regulations
2004 Information request [F13381]

We have now considered your information request as set out below.

Q1) I would like to know how I can become a provider for Merton Council.

A1) The London Borough of Merton does not currently have a framework in
place for our semi-independent provision, although this is something we
are currently exploring.  Neither do we operate a 'preferred provider
list'.  Our SIA placements are all commissioned on a spot purchase basis
and based on how a specific provision would be able to meet the identified
need of an individual young person.  Prior to considering a placement we
would want to visit the provision to ensure suitability of accommodation.
There are also a number of additional checks we would undertake including
a health and safety audit and staff checks.

Q2) I want to know how I can register as a provider and the process for
spot purchase.

A2) You are welcome to contact the placement team at
[1][email address] - 0208 545 4277.  We are happy to review your
statement of purpose and have a further telephone discussion but it is
unlikely that we would place a young person in the Birmingham area unless
they had a specific connection to that area.  We do not 'register'
providers.

Q3) Breakdown in how many care leavers were placed out of the borough in
2017/2018, average weekly costs and contact details should I require
further details.

A3) Less than 10*.

*Where an answer is 10 or less a response of “less than 10” has been
provided. This is due to the small numbers involved, which if revealed may
present a risk that the individuals concerned could be identified. As such
this is considered personal information and the exact figures are exempt
from disclosure under Section 40(2) (personal information) of the FOI Act.

If you have any queries or concerns about this please contact me.

If you are dissatisfied with the handling of your request or wish to
appeal against the decision to exempt any part of your request, you should
request an Internal Review at [2][Merton Borough Council request email] or write in to Freedom
of Information team, Merton Council, Civic Centre, Morden, SM4 5DX.

If you escalate to the Information Commissioners Office (ICO) without
following the council’s internal review process, the ICO will refer you
back to the council to enable the correct process to be followed.

If you remain dissatisfied with the handling of your request or complaint,
you have a right to appeal to the Information Commissioner at:

The Information Commissioner's Office, Wycliffe House, Water Lane,
Wilmslow, Cheshire, SK9 5AF.

Telephone: 0303 123 1113

Website: [3]www.ico.org.uk

There is no charge for making an appeal.

Yours sincerely
