Job Description
Finance Officer, Grade 6
Licensing Unit, Environmental Services
Location: Hammerstone Road and First Street
Full-time - hours 35 per week
The postholder will report to the Principal Licensing Officer. Main contacts are officers
within the City Council, Councillor members, members of the public and officers from
outside organisations.
MAIN PURPOSE OF THE JOB: To provide a comprehensive finance and administration service to the Licensing Unit. This
includes administrating all financial aspects of the unit and includes setting up and
maintaining computerised and manual records.
To act as Systems Administrator for the Unit’s computer systems.
To ensure systems are in place to produce performance indicator and other reports from
the SAP and CRM systems.
MAIN DUTIES:
1.
Record and monitor the budget spend and income relating to the Licensing Unit
reconciling all income and expenditure and including the processing of invoices,
annual fees and refunds. Liase with the accountant regarding budget issues
and forecasts
2.
Monitor the CRM system ensuring the availability of hackney carriage and
private hire vehicle inspection slots and hackney carriage and private hire driver
knowledge tests. Ensure compatibility is maintained between the CRM and
Lalpac systems. Reconcile payments taken.
3. Prepare monthly and quarterly reports, statistics and KPI’s as required .
4.
Record and control income within the Unit, including petty cash and impress
account, cash, cheques and credit/debit payments and the secure transfer of
monies received.
5. Preparation of documents, reports, correspondence. Maintaining and operate
filing and record keeping systems as required.
6. Provide support in the management and maintenance of all necessary
computerised systems including staff records, sickness returns and flexi cards
and time sheets.
7. Support management in providing training, overseeing work and advising and
guiding administrative staff as and when required.
8. Using the SAP system to ensure adequate stocks of office supplies (
including those required for the printers) and stationery for the licensing unit
are maintained including reordering when necessary.
9. Ensure that the office It equipment such as printers are working correctly,
stocked with the correct supplies and instigate corrective measures when
needed. Liase with suppliers where necessary
.
10. To produce witness statements for prosecution and attend Court as and when
required.
11. Undertake other duties commensurate with the grade for the post as and when
required.
12. The postholder must carry out his/her duties with full regard to the Council's

Where the postholder is disabled, every effort will be made to supply all necessary aids,

For this position the following skills are required:
• An excellent standard of numeracy, knowledge of financial procedures and an
ability to accurately monitor income and expenditure including cash handling.
• Experience of developing, maintaining and implementing effective excel
spreadsheets and other systems in an office environment.
• Experience in the use of information and communications technology, good
keyboard skills and an aptitude for computer applications.
• Experience in production of reports and statistics in relation to budget issues, KPI’s
etc
• Ability to interpret accurately and follow correctly detailed written and verbal
instructions.
• Good standard of literacy and the ability to accurately record and process
correspondence, reports and instructions.
• Ability to communicate clearly with members of the public, officers, members of the
City Council and other outside organisations.
• Ability to work under pressure and to strict deadlines, with ability to respond flexibly
