1. Minutes of

73 – work was ongoing to identify appropriate Health representation on
the group following organisational re-structuring.
Short Breaks – a date had been fixed for a review of short breaks and 88
was meeting with parents w/c 15th October to discuss equitable provision.
A meeting was also planned with Health on 22nd October to discuss the
roll-out of Sleep Scotland across the county.
Early Support – a meeting was scheduled with KIDS to develop a greater
understanding of the Key Worker role and potential resource implications.
Autism Strategy - the final version of the Autism Strategy would be
reported to Exec Members on 16th October and the Children’s Trust on
7th November. It would be published on the NYCC, NHS NYY and
NYPACT websites. The next step would be to develop and publish an
implementation plan. The group were also informed about the SLCN
Strategy, which was being reported to Exec Members on 20th November.
NYPACT would advise on potential avenues for effective

consultation with parents.
Access to Universal Services –
the group requested that the action

plans for each of these reviews were presented to the steering
group in January. Actions would need to include a focus on work with
district councils and access to leisure services.
Workforce Development – training needs analysis had been undertaken
and work was underway to link work-strands H and I.
Work would be

mapped out and presented to the group in January. 73 noted that
workforce development needed to reflect the 0-25 range of SEND work.
2. Narrowing
71 had written an excellent report on ‘narrowing the gap’ but was unable

The group agreed that it would be useful for a

brief summary report of the findings to be circulated and for the full
report to be presented to the group in January.
91 noted that funding arrangements regarding ‘narrowing the gap’ had
now changed and these needed to be considered in the future.
73 informed the group that a new SEN Lead Adviser was due to be
appointed and that they would be taking this work forwards in the future.
3. High Need
91 updated the group on developments relating to High Need funding
Funding Reform and noted that extensive CYPS consultation was underway with head-
teachers, governors, FE principals regarding the changes and their
potential impact.
New arrangements for the funding of special schools (not a formula)
would be implemented in April 2013.
Revised arrangements for High Need Funding in mainstream schools
and Early Years settings would be implemented in April 2014. This would
follow consultation with parents and carers, as well as providers.
Arrangements for funding High Need in FE Colleges would be
implemented in September 2013. There would be a single 0-25 basis for
all High Need Funding.
The group then discussed the impact of these changes on both
mainstream and SEND provision and planned next steps.

4. Integrated
89 provided an overview of work to integrate assessment and decision-

making processes, which would form part of phase 2 of the SEND
service restructure. This work was vital to meeting the requirements of
the future Education, Health and Care Plan 0-25.
The possibility of trialling a re-engineered assessment process at the
Dales school was being looked at, as a means of informing the
development of this work. ICT solutions were also being discussed and
agreement had been reached with Health to share information to assist
co-ordinated planning [where appropriate and with parental permission].
5. Developing
89 provided a summary of developments relating to the local offer. A

series of meetings was planned with Preparing for Adulthood and these
would to used as consultation events:
Mon 26th Nov – leisure and housing focus;
Fri 7th Dec – resource allocation budget;
Fri 11th Jan – curriculum and employment.
Parents were welcome to attend this event and

89 with nominations.
89 also outlined the objectives of the local offer and noted that
engagement with NYPCT and Flying High was vital to ensuring that the
local offer addressed the needs of service users. 97 also noted that the
local offer would need to clearly articulate local mechanisms for
challenge and complaint.
86 noted that a sub-group of the Flying High group would be created 86
to help inform this work.
6.
88 updated the group on a recent Ofsted thematic inspection report on
Safeguarding
local authority arrangements for the protection of disabled children.

Fol owing the report’s publication, a self evaluation of services had been

undertaken against the recommendations and findings from the thematic
report.
The LSCB had also agreed to use 88’s report as a platform to improve
their focus on disabled children and a working group had been
established to develop good practice guidance with an implementation
plan.
Progress would be reported to the group in January, with the

findings to also be used to inform workforce development and

training.
7. Post 16
A great deal of work was underway to examine and prepare for changes

to funding arrangements, which needed to be in place by August 2013.
Work was also ongoing to support pathfinder developments and trials
were being held in Scarborough and Harrogate.
A review of post 16 Provision for young people with SEND was being
conducted in Hambleton and Richmondshire; following work to analyse
the data, the findings of this review would be consulted upon and formally
reported.
Work to improve transition was then discussed. This activity was
captured in the transition action plan, and
it was agreed that this would

be circulated to the group to enable NYPACT to engage. The Flying

High group would also be contacted to provide a young person’s
perspective on transition and to inform the development of this
work.
A copy of a draft Personalised Learning Pathway (PLP) curriculum was
also circulated, which provided an overview of common PLP themes.
Comments were welcomed on this draft and it would be taken to the

next Flying High group on 31st October. NYPACT would also be
consulted on the document.
The group were also informed that 10 specialist careers advisors were
now in post within the local authority. They would ensure that 139a
assessments were undertaken in line with national requirements.
Eventually, this process would be integrated into the Education, Health
and Care Plan arrangements.
8. SEN
APT advised the group that work was required to improve current

arrangements for post 16 SEN transport.
NYPACT were meeting on
15th October and would provide a report of issues for consideration.
