b. Nurses
c. AHP/HSS

1) Do you have an internal or external bank? (external i.e. NHS Professionals)
2) Do you run a weekly payroll for the bank?
3) If a weekly payroll is used, how much does this cost to administer?
4) Bank spend for 15/16, if an external bank is used, the external costs for that staff groups?
5) Do the answers to question 2, include employer costs i.e. employers NI, employers pension?
6) What are the total amount of hours paid to bank workers in 15/16?
7) How many bank workers worked during 15/16?
8) How many of the bank workers also held a substance contract in 15/16?
9) What software and who is the provider do you use to manage your bank workers?
10) How much did you pay in 15/16 to the software provider to manage your bank workers?
11) What is the contractual end date of the bank software provider?

a.   Medical & Dental

NHS Ayrshire & Arran does not have an established Bank for Medical staff. 
We are currently trialing a Bank for Hospital at Night shifts, are
engaging in the Scottish Government’s Managed Agency Staffing Network
programme (MASNet)  Project, and will be working with other Regional NHS
Boards in establishing a Regional Medical Bank.

 

b.   Nursing & Midwifery

NHS Ayrshire & Arran has an internal Nurse Bank.

 

c.   AHPs              

Not applicable.

 

d.   Other (please specify)

Not applicable.

 

 

2)         Do you run a weekly payroll for the bank?

 

Since 2011 new employees (including bank workers) are paid on a monthly
basis.  A small residual number of pre-2011 staff remain on a weekly
payroll (none of them bank staff).

 

3)         If a weekly payroll is used, how much does this cost to
administer?

 

Minimal as small.

 

4)         Bank spend for 15/16, if an external bank is used, the external
costs for that staff groups?

 

Nurse bank payments in 2015/16 = £3.252 million

 

5)         Do the answers to question 2, include employer costs i.e.
employers NI, employers pension?

 

Yes.

 

6)         What are the total amount of hours paid to bank workers in
15/16?

 

195,536 hours.

 

7)         How many bank workers worked during 15/16?

 

8)         How many of the bank workers also held a substance contract in
15/16?

 

The only formal Bank within NHS Ayrshire & Arran is the Nurse Bank.  We
are not able to provide you with the number of Nurse Bank workers who
worked during 2015/16 or who held a substantive contract as this would
require a manual check for each Bank worker.  The cost of complying with
this request would exceed the £600 prescribed limit set out in regulation
5 of the Freedom of Information (Fees for Required Disclosure)(Scotland)
Regulations 2004. NHS Ayrshire & Arran are not obliged under section 12
(1) of the Freedom of Information (Scotland) Act 2002 to comply with your
request.

 

Please note that there are a number of additional informal ‘bank’
arrangements within NHS Ayrshire & Arran, which are administered locally
and which operate on a ‘work as required’ basis. Information on the number
of active workers during 2015/16 within these arrangements is not held
centrally within the organisation.

 

9)         What software and who is the provider do you use to manage your
bank workers?

 

BSMS software from Allocate.

 

10)      How much did you pay in 15/16 to the software provider to manage
your bank workers?

 

Approximately £4,000.

 

11)      What is the contractual end date of the bank software provider

 

Annual service charge to 30 September.
