I’ve just had a quick discussion with mark day at tfl and summarise as follows (apologies I’ve forgotten Franco’s surname, could you forward this onto him as
well please?):

Mark Beasley is ‘Lucy’s bosses boss’ in forward planning and Jason Clark is a Crossrail person. Mark thought that Mark Beasley
may have been able to indicate that the road closure worked with 2 way working, but wasn’t sure if the same had been said about 1 way working.

Under the traffic management act they can give a scheme approval. The submission is to forward planning (Lucy’s team), and high
profile or controversial schemes go to Network Management Group. If forward planning are ok with the scheme then this is normally enough and they normally only refer to the network management group if there are concerns with it.

Key point with this scheme is the modelling during construction phases and LUL/Crossrial haven’t approved or their modelling for
different phases of construction yet, so applicant will have to wait for this info before they can model their phased impacts of road closure during construction

TfL don’t expect that a planning application has to wait for their formal approval process and if they are broadly happy would
issue a letter saying they are ok subject to formal approvals.

If the building under the link bridge were to be removed from the scheme then the application would still need to submit info
re construction phases and what the impacts of partial closures are but Mark thought that there was likely to be a way that they could partially close the road during construction.

Key point is that TfL officers won’t be working on anything except the Olympics from next week until September, so even if Almacanter
get lots of info into them they won’t be able to look at it until September
