Thanks again for coming earlier on. Just to confirm what we discussed:
- The TA states that the closure of the northern end of St Giles High Street has been modelled and the results presented to and approved by Network Management Group. However, this isn’t the case. The modelling work presented to NMG was for alterations to
crossings at Charing Cross Road / Oxford Street and assumed that St Giles High Street remained open for buses and servicing (according to the second bullet point on page 4 of the note you gave me Lucy). As such, there is no approval from TfL for the closure,
although it is understood that the closure will be modelled as part of the Tottenham Court Road two-way proposals at some point in the future. However, this may be some time off. As such, we would expect SDG to model the closure using the existing models as
a base, both with and without TCR 2 way. Linked to this, some work would be necessary on redistribution following the closure and the methodology for this would need discussion.
- In any event, this work would assume a start date of 2016 following completion of Crossrail and LU upgrade works. As the developer currently intends to start work in 2013 (necessitating the closure of the northern end of St Giles High Street as a work site),
the impact of this early closure would also need to be modelled, using LU models of the different construction phases as a base. This would start with phase D3 and would need to also include D4 onwards once models are finalised and approved – possible implications
for developer’s timescales.
- There are also issues with some of the assumptions made within the TA – for example that committed development would have little impact and that AM and PM peak flows are similar. These may need to be revisited.
- Issues around bus standing also need to be resolved – firstly, all scenarios assume relocation of two stands to Great Russell Street. TfL can only accept this if a location and layout for the standing can be agreed with Camden, which may not be easy due
to local objections. This would also need to consider the direction that Great Russell Street operates in, and whether or not the direction can be changed independently of the TCR 2 way proposals.
- There is also insufficient room for bus standing on Earnshaw Street under the current proposals, with the best option from a bus point of view being the provision of a new stand at the far northern end of the road close to the junction with New Oxford Street.
However, the impact of bus standing this close to the junction would need to be modelled. I think that (briefly) covers everything – is there anything I missed?
