I m recuperating from an operation at the moment and only part time, so ideally should not be working
tomorrow afternoon, but will meet if you think it essential.
I fully understand your argument about cyclists and the danger of the Colchester Rd. It s for this very
reason that the University has agreed to contribute 250k to the construction of the cycle path in
conjunction with this particular project. We don t believe there is any legal requirement for us to do this
(although I accept others have a different view) but we are very keen to see this provided and thus have
proposed a way in which it can be done. If the car park doesn t get approved this week then the loss of
programme will probably cause a revisit of this offer.
With regard to your final paragraph I think we have demonstrated over the past 20 years, more than any
other organisation in Colchester, our commitment to encouraging people to forsake the private motor car.
We ll continue to do so including the inconvenience strategy!

as you rightly pointed out this is not a major issue it is detail.
My concern is based on the increase of cycle traffic from the wivenhoe road end and specifically the conflict
point with other road users. I do not wish to create a situation where in six months time we are answering
questions about a new accident black spot. I therefore believe that we must reduce the motorised traffic as
much as possible from that siide of the campus.
there is also a question over the type of traffic, currently all service vehichles including heavy goods that
service the University have to access via wivenhoe road to go under the podium this also applies to
emergency vehicles which currently have to go the long way round if they are coming from colchester. By
channelling traffic away from the wivenhoe road side of the campus we are easing the risk of harm to those
people using the greenest forms of transport and the group which we must encourage.
Finally with regard to annoying residents who work at the University and who will then have to drive around I
hope that this would be inconvenient enough for them to consider that walking or cycling is a better option.
This I believe is a view shared at least on paper by the University itself. I am available from 4 until 6
tommorrow if you want to meet up on site and discuss it, (providing Bradley is available) it would be nice if all
the details were sorted before Thursday.

Hopefully this is not too big an issue. Our assessment is that on most occasions term time the number of
vehicles parked illegally on the north side of the campus is c80. On odd occasions such as visit days we
can go over 100, but this is maybe 6 times a year.
The construction of the Essex Business School will give us a net 37 additional permanent spaces on the north
side of campus. Thus the additional vehicles using the Wivenhoe entrance will be c43. We do not see this as
a problem, while any decision to move the barrier to make both car parks accessible from the same direction
would significantly annoy drivers coming from the restricted side. I know this because it has been explored
on campus in the past and I know how I would view it as a Wivenhoe resident!.
If you are not satisfied with this answer please let me know today as I am only available to meet tomorrow
and away from Colchester until late Thursday pm.

Many thanks for the quick response I have taken out a part of an email below
"Never having tried to park at the University I am not sure which routes people use but as viewed from the
bus it would seem that some of the informal verge parking must be accessed from the A133, formerly via
Elmstead Road, as the parking used lies on the Colchester side of the barrier on Boundary Road. This would
now all have to use the road to Wivenhoe. This is why I am suggesting that the barrier be moved to split the
traffic flows to the car parks."
the issue therefore is about planning for the future not about what the current situation is.
the question is about traffic v's cyclist/pedestrian conflict points which the university have already informally
agreed exist and have agreed to forward fund the cycle route. If the informal parking that is being formalised
is coming from the informal parking accessed from the A133 this would result in a significant impact upon
the amount of traffic entering the university via Wivenhoe road and we will be increasing the conflict point.
Therefore it might be worth having a three way conversation with
before this goes to the
comittee as I believe we all missed the point of where the parking traffic although not new to the university
where does it currently enter compared to where it will enter to access the new carpark.

We're not aware of any significant highway capacity/congestion issues at the Wivenhoe Road/Boundary Road
junction and so it's really just up to the University as to whether they want or are prepared to relocate the
barriers. As you probably know Boundary Road is not highway.

Hi Bradley after the meeting we had the other day there was one aspect that left me feeling a little
uncomfortable still and that is the traffic conflict with the junction at Wivenhoe road and Boundary road.
Since this time I have had a thought on how this might be eased By moving the bus barrier to the other side
of valley road, thus making the access to under podium parking accessible from the new junction. This would
have several positive effects.
Currently Disabled students living in the houses Near to North towers I believe have a parking space Both
outside their campus accommodation and a reserved space below the Podium. Currently they have to drive all
the way around to go from one to the other and while they probably dont make many journeys per week like
this it should make their lives a little easier.
the Podium is serviced by Lorries which Have to access Via wivenhoe road. these cause damage to the road
surface but more importantly are one of the largest causes of conflict between cyclists and other road users.
the removal of lorries from this stretch would Be percieved by the public as a reduction in traffic before the
Carpark was built which is percieved as increasing traffic.
I would appreciate it if you could mention my thoughts to Andrew the next time you meet with him
