Hi Brad,
Yes, I would be content to replace my recommendation with one recommending refusal.
The Knowledge Gateway financial contribution was to mitigate the impact of that proposal,
which also comes with its own parking. This is a separate proposal and a separate planning
application and therefore a contribution should be provided to mitigate the impact of this
proposal.
As I've mentioned within the 'Reason' for the requirement within my recommendation and
as was discussed at Development Team, the contribution is required to balance the
provision of additional parking spaces by ensuring the proposal site and University of Essex
as a whole is accessible by more sustainable modes of transport such as public transport,
cycling and walking.

thanks very much for the consultation. I note the financial request and have no
problem with raising this with
etc. However, the University has already
advised me that it is not willing to make a financial contribution on the back of this
application, bearing in mind the money paid at the time of the outline approval for the
Knowledge Gateway. If the University refused to pay the money would the HA recommend
a refusal of the scheme?
