ZEBRA funding - any conditions attached to it

Dear Oxford City Council,

Oxfordshire County Council and Oxford City Council were recently successful in obtaining £32.8m of support to deliver 59 electric buses for the Oxford area under the ZEBRA funding scheme.

However, according to the managing director of one of the affected bus companies, the ZEBRA funding is conditional on the introduction of extremely contentious private vehicle restriction measures on several of Oxford's major arterial roads.

The private vehicle restriction measures are variously described as "traffic filters" or "bus gates" or, more accurately, "road blocks" to all private vehicles except buses. There is due to be a consultation on the pre-existing plans to introduce these road blocks during the summer, in a policy known as "Connecting Oxford". I (along with thosands of other car owners) live between two of the planned road blocks, and will be signficantly affected by them if implemented.

Both the existance of the funding, and the stated restrictions, are now in the public domain. However, there is confusion about who is the source of the conditionality of the funding, which I would like to resolve. Was the source of the conditionality the two Oxford councils (in their bid), the Department of Transport (as a condition of funding) - or is a policy decision taken by the bus company, and therefore not mandatory from a government perspective?

Therefore, please provide me with:
The DoT's evaluation of Oxfordshire County / City Council's ZEBRA bid. I am particularly interested in any evaluation comments regarding the scoring / weight given to the councils' pledge to introduce Connecting Oxford and / or traffic filters. If there was no evaluation / scoring / weighting given to Connecting Oxford / traffic filters, please state this also.

Any correspondence between Oxford City / Oxfordshire County Council and the Department of Transport regarding any conditions attached to the ZEBRA funding, with specific reference to the planned traffic filters / Connecting Oxford scheme. If there were no correspondence between the councils and the DoT, please state this also.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Oxford City Council's handling of my FOI request 'ZEBRA funding - any conditions attached to it'.

In my request, I specifically asked for "any correspondence between Oxford City / Oxfordshire County Council and the Department of Transport regarding any conditions attached to the ZEBRA funding, with specific reference to the planned traffic filters / Connecting Oxford scheme." Are you saying that there was NO correspondence between Oxford City Council and the department of transport in relation to this matter - for example, any confirmation that the city council supported the funding bid, or an information provided by the city council regarding the technical aspects of its proposed implementation - perhaps in response to a DoT query? Please check again, more thoroughly.
