Dear Hogg, Jacqui,

Can you explain why an inquiry about the data sharing system that covers the entire remit of the Isle of Wight Council is being answered by Social Services/adult services when I very doubt this department is the department who deals with the data sharing protocols as it would be information governance.

Please can you provide some clarification to assist us identifying information that is relevant to your request.

You refer to 'other authorities' in addition to St Mary's Hospital. Please confirm what other authorities you are interested in, and if they relate just to the NHS. Also, please confirm which council departments you require information from. All council departments are required to manage their information, including sharing, for their own specific purposes. For example, are you interested in Adult Social Care, Housing, Childrens Services, or another department.

Upon receipt of your clarification we shall continue with your request. Please note that there is a limit of 18 hours to deal with an FOI request. Section 12 of the Act makes provision for public authorities to refuse requests for information where the cost of dealing with them would exceed the appropriate limit, which for local authorities is £450. This represents the estimated cost of one person spending 18 hours in determining whether the council holds the information, including locating, retrieving and extracting the information. If it is likely that your request may exceed this limit, once you have provided the clarification, we shall inform you and suggest what may be provided within the limit.

The request was for Information Governance to confirm if Xantura is in use, and all parties who are able to access and data sharing technologies.

I should not be expected to add any other information to the original request, it was very clear, the council decided to obfuscate matters and have adult services respond, and this was a mistake.

Thank you for your information request dated 10th February which related to the use of a system called Xantura and details of information sharing with St Mary’s Hospital and/or any other authority:

Can you confirm if the Isle of Wight Council uses Xantura?

We have contacted colleagues in relevant departments to check what information is held that is relevant to your request.

We have been advised that the Isle of Wight Council does not use Xantura to share information with St Mary’s Hospital or any other authority.

The Isle of Wight Council does use a shared Adult Social Care system with the NHS, called Civica Paris. This system enables both organisations to manage their own data and to share data where there is a justified reason to do so. I attach a copy of the Information Sharing Agreement that relates to this system and contains relevant information.

Some of the information that we provide in response to Freedom of Information Act requests may be subject to copyright protection. In most cases the copyright will be owned by the Isle of Wight Council. The copyright in other information may be owned by another person or organization, as indicated on the information itself.
