Thank you for your request of information. Before I begin to deal with
your request, please could you clarify the timescale your request
relates to. Could you also confirm that by "voluminous" you are
referring to the number of requests that are refused due to excessive
costs. You may be aware that we have 20 working days in which to respond
to Freedom Of Information (FOI) requests, this shall begin once I have
received clarification and I shall confirm the date by which we shall
respond then.

For your information, the Act defines a number of exemptions, which may
prevent release of the information you have requested. There will be an
assessment and if any of the exemption categories apply then some or all
of the information may not be released. You will be informed if this is
the case, including your rights of appeal.

If any of the information you have requested is not contained in a
recorded format, South Norfolk Council is not obliged to create
information for the purpose of responding to your request

There may be a fee payable for 'reasonable disbursement' costs such as
postage and photocopying. This will be considered and you will be
informed if a fee is payable. In this event the fee must be paid before
the information is processed and released. The 20 working day time limit
for responses is suspended until receipt of the payment.

Dear Margaret,

I refer to your Freedom of Information request to which I am now in a
position to respond. I have split your term "voluminous" into those
requests that were refused as the cost of compliance would exceed the
appropriate limit and those that were declared vexatious due to the
request being repeated. I hope I have understood this part of your request
correctly.

As at 2 February 2010:

* South Norfolk Council has received 882 Freedom of Information requests
since the Act came into force on 1 January 2005.
* Of those 882 requests, 27 have been refused on the grounds that the
cost of compliance was estimated to exceed the appropriate limit
(£450) too expensive.
* 26 requests since January 2005 have been declared vexatious and
refused.

* 5 of the 26 requests declared vexatious were due to the
requester making a repeated request for the same information.
2 of the 5 were refused for this reason and that the requests
were also believed to be designed to cause disruption or
annoyance, lacked any serious purpose or value and also the
request could fairly be seen as obsessive.
* 3 of the 26 requests were declared vexatious as a result of
the request being deemed tendentious, among other reasons.

* The council has carried out 13 internal reviews since January 2005
* 1 request has been referred to the Information Commissioner.

I hope this is of assistance and is sufficient to meet your requirements,
