Dear Department for Work and Pensions,

Robert Devereux, Permanent Secretary, Department for Work and Pensions said at a 'FRAUD WITHIN WELFARE TO WORK PROVIDERS' meeting:

For the Work Programme -I am sorry to be coming back to it, but this is the £5 billion programme that you are now worried about-the only way that you can get a payment from my Department now, when you submit the claim, is when, first, I can demonstrate that the individual you have claimed for has indeed been off benefit for the whole period that you have claimed for. Secondly, I then go in to check a sample of those against HMRC’s records on whether that individual was indeed in work. If they fail either of those two claims, I do not pay.

Does this mean that a Work Programme Providers and Subcontractors will be given payments purely on the basis of a claimant being "off-benefit" and that only a sample of the claims will be checked against HMRC records to check in the person "off benefit" is actually in-work and working the appropriate hours to make a claim to
be valid? Can the Provider submit an outcomes payment claims when it does not contain the name of the applicable employer(s)?

I would like a copy of the DWP guidance or policy procedures that are used to audit, check or validate claims made for Work Programme outcomes.

I notice this request has no response yet.

I've had my own FOI request answered and it was made on 19/06/12 - much later than this one. I received a reply on 02/07/12.

From 01/06/12 to 16/07/12, there is still no reply here. I'd question why, exactly, they have chosen to ignore this particular query.
