Your request has been considered under the provisions of the Freedom of Information Act. Please accept my apologies for the delay in responding to your request. For ease of reference, I will address each of your questions in turn.

Please explain how this scheme came about.

Croydon Council has received numerous complaints from parents, residents, teachers, police and ward councillors regarding the traffic and parking issues being experienced during the school drop off and pick-up times. The irresponsible parking and vehicle manoeuvring is creating increased obstruction of the road and safety concerns for your children when entering and exiting the school.
After discussions with school and local councillors the Council has decided to introduce a new pilot scheme in an attempt to manage and resolve these issues permanently. We feel this new scheme will offer all users a much safer environment.
The aims of this experimental scheme are to bring about a change in attitudes to the daily drive to school by encouraging walking and more sustainable travel choices for those that have that flexibility.

By restricting access to the road directly outside the school it is anticipated that in time parents and their children will either park in the wider surrounding area dispersing the concentration of vehicles from one location to many, or they choose to walk, cycle, or use public transport wherever possible.

This fits with the Council's ambitions over reducing congestion around schools and to the promotion of healthier lifestyles. As with any experiment, there may be issues, and I can therefore assure you that this scheme will be subject to ongoing monitoring and further measures considered if found to be necessary.

These pilot schemes are the first steps for Croydon in trying to tackle the issues around schools.

Please see attached emails. We have removed the names of officers of the council (and also the police as we do not have their consent to
disclose) from this information as it has been the custom and practice for the Council to generally only release the names of staff down to ‘Head of Service’ level, which the Council considers meets the Transparency Code issued by the Secretary of State for Communities and Local Government. Furthermore the council considers that this position is consistent with guidance issued by the Information Commissioner, including a Decision Notice issued in respect of a similar request FS50276863.

I write regarding your email below; you have requested an internal review of the FOI request you made to the Council on 23rd September 2017, I have now completed the internal review.

In undertaking this internal review, I have examined your request for information contained in your email of 23rd September 2017. I have also examined the provisions of the Freedom of Information Act 2000 (FOIA), relevant guidance notes and decision notices from the Information Commissioner’s Office (ICO) and the First Tier Tribunal. I have then set out my decision as to whether or not the Council complied with its obligations under the FOIA.

Section 1 of the FOIA gives a general right of access to information held by a public institution. Where the information requested is held by the pubic authority, it should communicate the information to the requestor . This is however subject to exemptions available under the FOIA.

Section 10 of the FOIA provides that a public authority must provide the information (if held) promptly and in any event not later than the 20th working day following the date of receipt of the FOI request.

As mentioned above, you issued your FOI request to the Council on Saturday 23rd September 2017. The first working day for determining the timescale for compliance with your request starts on Monday 25th September 2017 and the Council is expected to promptly provide you with the information (if held) promptly but not later than 20th October 2017.

In your email below, you have stated you have not received any information from the Council and you have therefore requested an internal review. I have considered your complaint; following discussions with the Council's FOI team who manage and process FOI requests across service areas in the Council I have been informed there has been a delay due to some administrative and communication issues from the service area and the legal team. This delay has caused the FOI team to be unable to send any available information to you.

In view of the above, I am of the view that the Council has failed to comply with its obligation under Section 10 FOIA by not providing you with information within 20 days from date of receipt of your FOI request.

I have directed to FOI team to liaise with the relevant teams within the Council and ensure your FOI request is processed not later than Friday 24th November 2017. Please kindly accept the Council's apology for any inconvenience the delay may have caused you.

I trust you find this satisfactory; if you however remain dissatisfied with this decision, you may refer the matter to the Information Commissioner’s Office.
