There is some very strange reasoning here.

A * The first two questions were:

1 Please provide a copy of the Decision made by the council, presumably by Cabinet Member for Transport Stuart King, which authorised the distribution of the council letter of 1 July 2017.

2 Please provide a copy of the officer report which provided the evidence and justification for that Decision.

The council now reply with a document dated 1 Sep 2017.
How can the council issue a letter at the start of July if it has not made the Decision to do so until September?
This is obvious nonsense.

Please now provide the answer to the questions asked.

B * The Council MADE and published the Traffic Order on 23 Aug 2017.
How come the council Made this Order and put up signs and cameras on the street at that time if the Decision to Authorise this had not been yet made?
Please provide a copy of the Decision / Instruction that authorised that to happen on 23 Aug - or was this an unauthorised action by the Highways Improvement Manager Mr Mike Barton?

C * Question 3 was as below.

The answer you give is "Woodcote Primary School collected information in a travel survey in March 2017".
Then for Qu 4, you say the survey was not connected with the council.

In that event, how is any data from that survey an answer to Qu 3?
Is the council saying that it has no data beyond what that survey gave - and then "This survey was conducted by Woodcote Primary School – we do not hold this information"?
So the council has NO BEFORE data to inform its experiment?

As schools are covered by the FOI Act - and the EIR, why did the council not advise of the right to ask the school for this data?

D * Question 5 began:

5 What are the criteria for permits permitting access during the banned period?

Why has the council ignored this element of the FOI - it was perfectly clearly numbered, and the second sentence was answered?

Why does the Report you weblink to not mention any exception for permit holders?
Why also does it not discuss the criteria for these permits?

As the issue of permits was not covered by the Authorisation in the 1 Sep 2017 Decision, please provide the Decision that authorised the issue of these permits, and the report that set out the criteria for them.

On receiving your request for an Internal Review, I contacted the Director
of Safety, who has provided additional information in answer to the issues
raised in your Internal Review.  I am given to understand that the Cabinet
member was briefed by officers during the development of the scheme and in
advance of the letter being drafted. I have been informed that the scheme
was implemented as a direct measure to deal with issues being experienced
outside the main school entrance and the dangers this concentration of
traffic and erratic driving was posing to children at this location.  This
was based on a number of factors including discussions with the schools
and other Ward Councillors and are set out in the attached
presentation. The presentation has been redacted to remove information
which indicated the home addresses and travel routes of pupils who attend
the schools, as this information is considered to be, exempt information
under the exemption provided for in Section 40(2) of FoIA.

 

This was designed as a scheme to deal with issues across the borough and
Woodcote was merely chosen as a pilot due to initial Ward Councillor
request and as a result of the school support. As the scheme restricts
vehicle traffic this objective has been achieved. Therefore, the base data
that will be used to assess this scheme against will be the schools travel
plan data that is submitted to Transport to London. This details the
methods of travel to school by children and will inform us if there has
been any shift in mode of travel and we will also be taking into account
the feedback on the consultation. The Council will also look to publish an
online survey to gather opinions on the concept of the scheme in general
rather than being based around one location and determine its suitability
or not as an effective and supported measure to manage school issues.

 

Permits are provided to any resident or business with a vehicle registered
at an address within the zone, and any eligible member of school staff
will be able to obtain access permits. Permits will also be provided to
parents/carers/children with accessibility needs.

 

Requests for Permits for accessibility needs, will need to be sent
directly to the school who will then assess the application and contact
the council to advise on the outcome. These permits are dealt with in this
manner due to the fact they relate to potential vulnerable children and
aims to keep their confidentiality and ensure sensitivity around issues
relating to them. Further the school will already have a good
understanding of all of the children’s needs and will already be aware of
the majority of children that will require support of this nature.

 

The criteria for residents who may wish to apply for a permit are:

 

1) Be a permanent resident;

2) The applicant must show on the Council Tax or Electoral register; and

3) Provide a copy of your Vehicle registration document (V5C) showing the
vehicle registered in the applicant’s name, at the address where you are
applying for a permit.

 

Where a resident does not meet the application criteria, where they do not
have a V5C (showing the vehicle registered to the applicant for where you
are applying) they are asked to contact the DVLA.  If a resident has a
business vehicle (therefore not holding V5C) are required to provide a
letter from the company on company letterhead, detailing your address and
vehicle details.

 

Visitors and deliveries will not be able to access the road during the
hours of operation of the zone, unless the resident has informed the
service in advance and registered for a visitor access permit. The scheme
allows for a period of short term access when required for delivery agents
and visitors to enter the zone. There is no charge for an Access Permit
during the pilot period.

I understand that there was some confusion as to which survey you were
referring to in your request, as two surveys were available online. One
organised by the School and the other by a parent.  The Council’s response
was in reference to the survey organised by the parent; to which the
Council did not have access and nor was information provided to the
Council as result. However, as you have indicated the Council was provided
information obtained by the survey organised by Woodcote School.
