Dear Mr Fuchs

Re: Freedom of Information Act Request ref: LBH/6431717

Thank you for your request for information received on 15 July 2017, in
which you asked for the following information: How much does the council
receive from this year’s Wireless Festival and how will it be spent?

The Outdoor Events Policy was agreed by the Council’s Cabinet in December
2013 and introduced at the beginning of the following year to assist with
the decision making process behind the hire of Haringey parks for events.
The policy aims to protect the community and the parks and open space
infrastructure and minimise or mitigate any negative impacts which events
may cause.

We work for many months with the event organiser and other statutory
bodies such as the emergency services and travel operators to ensure that
this is done. All stewards and security teams are briefed and we welcome
all feedback to ensure the organisation and management of events can
continually improve.

The report that was agreed by Cabinet along with the Outdoor Events Policy
can be viewed online here (point 575) -

Income from all events held in the borough’s parks, including Finsbury
Park, is ring fenced back into the Parks Service. This not only pays for
staffing and maintenance costs for all Haringey parks, but pays for
improvements and extra facilities that ensure our parks continue to be
among the best in London, with many especially Finsbury Park being used
not only by Haringey residents but those from neighbouring Hackney and
Islington.

I’m afraid I cannot disclose the exact figures charged to Festival
Republic for the hire of the park due to this being commercially sensitive
information, but I can say that all our park hire fees and charges are
public information and can be viewed here –
[2]https://www.eventapp.org/downloads/temp/...

To give you an example, for a one day commercial event for up to 50,000
attendees, basic site hire is charged at £250,000 with additional
associated costs such as set up charges and a £10,300 environmental impact
fee that is set aside for park stakeholders to decide how it’s spent.

As well as charging for the hire of the park, Haringey Council ensure that
festival organisers leave a lasting legacy in the area. This includes
benefits to the local economy such as the shops and pubs in the area, as
well as the hotels used by the hundreds of event staff that need
accommodating.

Festival Republic has also actively engaged with community groups over
recent months, with benefits including:

•         adverts placed on stage screens promoting Furtherfield Gallery
(based in the park) and £1500 donation provided by Festival Republic

•         pupils from Stroud Green School given tours of event area

•         TAP a Hackney based food bank charity fundraised within event

•         Mind in Haringey attended the event fundraising and providing
outreach to event goers

•         funding provided by Festival Republic to Edible Landscapes, a
charity based in the Park

•         Lakeside Café promoted to contractors, and offered discount to
contractors

•         tickets provided to local business for staff to attend event

•         Pedal Power, based in the park, given tickets to auction off for
their charity

In Finsbury Park, improvements have included the refurbishment and
expansion of the ball court area near to the Endymion Road entrance of the
park, with new and improved surface and fencing for the basketball area in
addition to eight new state-of-the-art hoops. There are also two outdoor
table tennis tables and new volleyball nets.

Events funding has also paid for better lighting to the athletics track,
making the area brighter and safer, and has allowed us to create more
space for park users by removing a dilapidated pavilion which had fallen
out of use, it is paying for a dedicated parks team specifically focused
on Finsbury Park and new machinery to improve the grass areas.

This year there are plans to improve the surface of the volleyball and
netball courts as well as kick off consultation around improving the play
offer in the park. Further the Council has supported and will contribute
financially to the planned refurbishments of the tennis courts; including
better courts and floodlighting.

If you are unhappy with how we have responded to your request you can ask
us to conduct an Internal Review. If so, please contact the Feedback and
Information Team as below. (Please note you should do this within two
months of receiving this response.)
