The current Avon & Somerset Chief Constable Colin Port was an advocate for the controversial joint venture SouthWest One (SW1); his wife Sue Barnes led the procurement project (ISiS) for Somerset County Council that led to SW1 being formed in September 2007, when the contract was awarded to IBM (75% majority owners of SW1). The Avon & Somerset Police then joined SW1 in April 2008.

SW1 is the biggest contractor for the Avon & Somerset Police and operates procurement and significant related spending.

Controversially, the Chief Operating Officer for the Avon & Somerset Police and Chief Constable Colin Port sat on the Board of SW1 as a Director from April 2008 until resigning in September 2011. During his tenure as SW1 Board Director, there were genuine concerns about a conflict of interest that were articulated by the MP for Bridgwater & West Somerset to the Home Affairs Select Committee.

For MPs and civil servants, there are codes & protocols that govern rules and time periods as to whether they can work for one of their former suppliers or contractors or how long they must wait until taking up work for one of their former suppliers or contractors.

Is there any code or protocol that applies to the Avon & Somerset Chief Constable Colin Port, should he be offered a position with a supplier or contractor to the Police after he leaves? If so, please provide details.

Is there a period of time that has to pass before the Avon & Somerset Chief Constable Colin Port can accept a position with a supplier or contractor to the Police? If so, please provide details.

Would any of the above rules or protocols apply to the Avon & Somerset Chief Constable Colin Port working for IBM or SW1 (including subsidiaries & other group companies)? If so, please provide details.
