Dear Lancaster City Council,

I refer you to a previous FOI ref 2345 - Customer feedback systems.

In it you stated you had used a LAGAN system for customer complaints and compliments and had done so for more than 10 years and this contract was due to end in March of this year. (extract from response below)

Customer complaints and compliments
o are recorded on LAGAN and the Council utilises a Microsoft Excel
Spreadsheet in addition to this system.
o More than 30 people use this system but its use is not restricted by
licence.
o The first year costs associated with this are not known as the
contract has been in more than 10 years.
o The 2018/19 costs associated with this contract were £19,600 plus VAT
o The current contract expires 31^st March 2020

I have looked back at your records and I can see no attempt by the authority to go back to market for this system.

Can you please confirm that licensing for the service has ceased or provide an explanation as to how it has continued.

There is a potential lifetime contract value to date of around £200,000 yet I can see no history of your authority going to market to ensure value for money for the tax payer.

Response

 

We have recently gone through a procurement process for a new CRM system
which has been made via direct award under Crown Commercial framework
G-Cloud 11. As a period of time is required to implement the new system,
the Lagan contract has been extended to 31^st March 2021 in order to keep
a CRM system in place whilst the new one is deployed.
