Why Manchester College for OLASS?

Dear Skills Funding Agency,

The Manchester College was awarded the contract for Offender Learning for many prison. Their contract started on 1st August 2009.

Why did the SFA (or the LSC as it was in 2009) award the contract to The Manchester College?

I would like a detailed reply and not a simple "we thought they were the best provider".

But your answer appears to neatly side step actually giving me answer! I sent you a 10 word request and you send me a 30,000 word reply.

Your answer (I think) said the ITT had various criteria that were marked. And "the contracts were awarded to the bids with the highest scores."

So - what were the scores?
Can you give me a (simple!) list of the criteria and which bidders received what scores?

Earlier this year I also asked my MP to chase the SFA!
