I did a search on your website, and was surprised to find that all the results came up as 'restricted user'. The search was: https://www.valuationtribunal.gov.uk/?s=...
Which made me question who you work for, I had assumed it was a public service.
Please let me know what your mandate is, and how that explains the search results, prohibiting the public from potentially useful information, which is evidently held.

Please also, as a Freedom of Information request, reveal the secreted information produced by the search.

We have received your request for information following your experience of
using the search facility on our website.

The website has two functions, the main one of course being for public
access, containing guidance, appeal forms and corporate information. If
you look in the section ‘About us’ (top navigation bar), you will find the
information you request about the “mandate” and confirmation that the VTS
and VTE are public bodies.

The second area is a restricted one for VTE members who make up the panels
at hearings. Your search results led you to several modules (only two of
which actually refer to Section 13A) which form part of the VTE members’

e-learning package. The way this information is presented for them is
therefore quite different.

I can assure you that nothing is being hidden that would be helpful to
appellants/other public users. I attach a copy of the VTE Practice
Statement and the relevant extract from the Local Government Finance Act
2012, which relate to Section 13A. I also attach an important VTE decision
on this issue, which is referred to in the Practice Statement.

There is a fuller narrative about this legislation in our Council Tax
Guidance Manual. This is normally on our website and would have been
retrieved in your search were it not currently awaiting sign off after a
revision. The page on the website where it would appear (Preparing for the
hearing/Council Tax Guidance Manual) says that if you have any queries
that cannot be answered through other pages of our website, to call our
national number, where a member of staff will try to help with your query.
Alternatively, I am expecting the Manual to be available shortly and will
send you the relevant section when it does, if you wish. Please let me
know.

I would point out though, that the same search still brings up a 100% restricted user result. Perhaps the search facility could be improved for the benefit of the general public.
