When LASPO will be implemented for naturalization?

Response to this request is long overdue. By law, under all circumstances, Legal Aid Agency should have responded by now (details). You can complain by requesting an internal review.

Dear Legal Aid Agency,
In the justice department website,

"With regards to Legal Aid Sentencing and Punishment of Offenders Act 2012, The provisions regarding the rehabilitation of offenders are not expected to come into effect until the end of 2013."

The expression appears not to give any answer.
Is is before the end of 2013 or this means may go beyond 2013?
is there any month attached to it(October, November or December when the rehab will take effect for naturalization purposes? Please answer.
