When can I switch my current visa to Spouse Visa?

Dear Home Office,

I am current on Tier 5 Youth Mobility Visa which allow me to stay in the UK for 2 years, my visa is going to expire in September 2018. I am married to a British Citizen and we have a child who is also a British Citizen. I will soon be applying for switching my current visa to 5-year route Family Visa as a partner, I would like to know if I can apply 3 months prior to my expiration date, as the Home Office states it can take up to 8 weeks to make the decision.

5. When to apply
You and any children under 18 should apply before the end of your/their permitted stay in the UK. We encourage you to apply 28 days before the
expiry date.
