In response to point 1 and 2 please note: 
Scottish Water is the wholesaler of water in Scotland whilst Business
Stream is one of a number of licensed providers of water. This means that
Scottish Water owns and operates the country’s water infrastructure, while
Business Stream provides retail water and sewerage services to the
country’s businesses.

Business Stream and their relationship with Scottish Water that you may

do not have any input in the appointment of Business Stream company
officers.

Rights and responsibilities

16. The Scottish Executive and its Agencies have a duty to make you aware of this Code and its values. If you believe that you are being required to act in a way which conflicts with this Code, the Scottish Executive, or the Agency in which you work, must consider your concern, and make sure that you are not penalised for raising it.

17. If you have a concern, you should start by talking to your line manager or someone else in your line management chain. If for any reason you would find this difficult, you should raise the matter with a nominated officer who has been appointed to advise staff on the Code.

If you become aware of actions by others which you believe conflict with this Code you should report this to your line manager or someone else in your line management chain; alternatively you may wish to seek advice from your nominated officer. You should report evidence of criminal or unlawful activity to the police or other appropriate regulatory authorities. This Code does not cover HR management issues.

Dear FOI,

It would appear that Scottish Water have an issue acknoledging that they are the only shareholders of the group holding Business Stream Ltd within its portfolio .

What Goverment do has to be transparent the Scottish Goverement is not best serving the peoples of Scotland if they provide license to commercial pirates to attack utility markets with vigour using questionable commercial practices whose costs are underwritten by taxpayer.

Awaiting a clear response not one of smoke and mirrors.

In response to your further enquiry, I have carried out a review of your
initial request. In the course of my review, I have found that the answer
that was provided to you was correct however, the term ‘officer’ may have
been misinterpreted in the original request. Therefore, I can confirm that
the appointment of Directors/Officers of Scottish Water Business Stream
Limited is approved by the Board of Scottish Water Business Stream
Holdings Limited – please see statement on page 10 of the attached
Scottish Water Business Steam Limited’s Accounts for year ended 31 March
2019, which were lodged with Companies House on 23 August 2019, and can be
accessed by the public.  

 

For further clarity I can confirm the following:

 

•       Scottish Water Business Stream Limited (SWBS) is a private limited
company;

•       SWBS is a wholly owned subsidiary of Scottish Water Business Steam
Holdings Limited (SWBSH);

•       SWBSH is a wholly owned subsidiary of Scottish Water Horizons
Holdings Limited (SWHH);

•       SWHH is wholly owned by Scottish Water.

 

Furthermore, I would like to take this opportunity to explain that Freedom
of Information, constitutes the right to access information and data where
it is held, by a public body. This does not include opinions and beliefs
