I am writing to request an internal review of NHS England's handling of my FOI request 'What is the role of the Pooled Budget Fund with regard to Retro Review of Continuing Healthcare'.
I have been told that there is not a Pooled Budget Fund for Retrospective
Review of Continuing Health Care.Please read FOI 16170714 where you
will see all CCG's have contributed to this fund!!! If there is no such fund
why are all 211 CCG's paying into this non existant fund? It seems to me
that you do not want people to know where all this money is going.As
it is public money we have a right to know so please once again explain
the workings of the Pooled Budget Fund with regard to the CCG's who
have contributed millions into it.

Your IR request was:

 

I am writing to request an internal review of NHS England's handling of my
FOI request 'What is the role of the Pooled Budget Fund with regard to
Retro Review of Continuing Healthcare'.

I have been told that there is not a Pooled Budget Fund for Retrospective
Review of Continuing Health Care.Please read FOI 16170714 where you will

The FOI Management team have reviewed your request and this letter
provides an outcome of this review.

 

It was noted that your original response was issued within the statutory
guidelines of 20 working days.

 

It has also assessed whether you had received an appropriate response to
your request and in doing so has again liaised with the relevant team
within NHS England. The team has confirmed that there are no funding
streams or processes identified as the Pooled Budget Fund or the National
Risk Pool. As such it is considered that the original response was
appropriate and the response is upheld.

 

Having considered your Internal Review request, however, we do now believe
that your FOI request may refer to the NHS Continuing Healthcare Risk
Pool, set up to pay for Previously Unassessed Periods of Care (PUPoC),
arising as a result of the Department of Health’s closedown deadlines of
2012 and 2013.The pool has been operating since 2013/14.  Each year it has
been funded by contributions from CCGs.  The CCGs then submit claims to
NHS England for the cash re-imbursement of payments made by the CCG in
respect of claims that have been assessed by the CCGs as eligible or
partially eligible.  All claims are assessed locally by individual CCGs
and details about eligibility decisions are also maintained locally by
CCGs.  This information is not kept centrally by NHS England.
