“What is the minimum requirement a unitary authority has in respect of
provision of libraries? This may have some bearing on a law passed during

We have dealt with your request under the Freedom of Information Act 2000.

The Department for Culture, Media and Sport does not hold information on
the minimum requirement a unitary authority has in respect of provision of
libraries.  The Public Libraries and Museums Act 1964 (“1964 Act”)
requires all local authorities to provide a comprehensive and efficient
library service and it is for each local authority to determine how best
to provide this service meeting the needs of their community and within
available resources. In considering how best to deliver this statutory
duty, each local authority is responsible for determining, through
consultation, the local needs and to deliver a modern and efficient
library service that meets the requirements of their communities within
available resources.
